IntroductionIn Iran, a comprehensive urban plan has been prepared and implemented for almost 5 decades. The most prominent plan that has completely dominated the country's urban planning system from the early 1960s to the late 1990s and until now (2019) relatively absolutely. Gradually, with the revelation of many weaknesses of this plan, which in combination with the structural weaknesses of the country's urban planning system became more obvious and prominent, the grounds for changes in the system of urban development plans emerged and based on a review of urban development plan services, and its concepts were revised. The inability of traditional management and thus traditional urban development plans to meet the needs of cities had revealed that urban management needed new patterns. Specifically, with the proposal of preparing structural-Strategic urban plans instead of comprehensive urban plans and preparing detailed basic, local and thematic plans instead of traditional detailed plans in the middle of the 1990s, a serious step was taken to change the old trend and prepare and implement so-called new plans. Specifically, after the evaluation of the Ministry of Urban Development of comprehensive urban plans in 1999, it was suggested that Structural-Strategic plans be prepared as a pattern for some metropolises, and based on this proposal, two research plans were defined to investigate the issue: one called process revision, and the content of urban plans and others called global experiences in structural and strategic planning.Data and MethodThe present article is a kind of basic-applied and developmental research and has considered descriptive and comparative-analytical methods to achieve its goals. Specifically, the research in the form of an analytical and descriptive approach, first begins with the study of urban development plans in Iran and the world, and with a detailed documentary study, the foundations of the idea are formed. Then, by analytical study of the plan (content analysis) and in a comparative study with urban development plans of developed countries, indicators and data as well as the main principles and objectives of the extracted plan are compared.Results and DiscussionStructural-Strategic plans of Iran, as its title shows, have a two-part structure (structural and strategic), but according to the authors, they have three parts: strategic part, structural part and comprehensive part. Identifying some of the essential weaknesses of this hybrid plan, roughly indicates that the plan is not able to fully and optimally achieve its goals. In addition, the managerial dilemma has dominated the plan from the beginning. The Supreme Council of Urban Planning and Architecture has not reached a complete conclusion and has not fully accepted the Structural-Strategic plan or the name given among the experts, that is, the Comprehensive Strategic Structural plan. Some parts are not approved and some are not approved, and in this situation, consulting engineers and municipalities are naturally confused, and to avoid this situation, the general tendency of the urban planning system to devise and prepare the previous pattern, i.e. Comprehensive, is diverted. Examination of some internal samples clearly showed that this combination has led to a kind of substantial rupture and avoidance of feasibility. It can be said with negligence that only the structural part has been prepared in a way that has more excitability. The existing studies section has many similarities with this section in the comprehensive pattern and unfortunately has the same problems. The strategic part of the plan is not well developed and in accordance with the principles of Western strategic plans (the purpose is not to hide localization, but the issue of not paying attention to the basic principles), and it is enough to plan general slogans at all levels. The structural part also plays a significant role in marginalizing it with a complete break from the strategic part. Of course, the original planners of this hybrid plan do not claim that this hybrid plan. But it is not clear on what argument this should be accepted!ConclusionThe Structural-Strategic plan emerged from the mid-1990s in response to the many weaknesses of the Comprehensive plan in the Iran's urban planning system. However, the studies of the present article reveal the construction of an incomplete combination of different plans with a clear and hidden focus on the Comprehensive plan and is not able to lead cities to the necessary utility. However, even in this situation, tips and suggestions can be made to correct things. Although it will not be the final solution. Suggestions such as simultaneous preparation of theoretical and operational parts of the structural-strategic plan to avoid inconsistencies and problems due to the time interval between the preparation of the two plans -the gap between the preparation of the structural-strategic and detailed (local) plan-. To achieve this goal, general and detailed studies of the plan can be done in parallel; A general overview of the so-called structural-strategic plan, by measures such as increasing the relationship between the strategic and structural sectors in the Structural-Strategic plan and if Inability to do so, removing the strategic part from the structural part or vice versa and focusing on only one part; Return of this Plan to the basic principles of the structural plan (the structural part of the plan in Iran is not faithful to the original pattern); More detailed presentation of thematic and local plans with further investigation, Establish laws to delegate more authority to local authorities to prepare and approve urban development plans, and beyond these proposals, propose a plan to replace the structural-strategic plan until the country is ready to prepare and implement the optimal strategic pattern, can well fill the gap between the current situation and the desired situation. Based on this, a proposed plan with the title of comprehensive strategic plan or comprehensive-strategic plan was compiled by Hamid Hodjati (one of the authors of this article), which is specifically based on his studies on various urban development plans in Iran, studies on global examples of strategic pattern and his opinions and views from this studies.

IntroductionOne of the important factors for success in organizing and managing natural resources, including agricultural lands, is identifying stakeholders and studying their behavior. An analysis of the potential, roles, demands, information, and knowledge of project stakeholders to interact and coordinate with them will greatly help to estimate their expectations. Without accurate and complete identification of all stakeholders in the management and organization of agricultural land, the logical and acceptable results of decisions cannot be assured. As such, stakeholder involvement and participation is considered the cornerstone of planning and organizing any work, so that it is one of the tools for achieving sustainability and democracy. Stakeholder participation leads to the use of common potential, knowledge, and values, which reduce differences in opinions and increase trust between people and officials. This study was conducted to design a framework and identify priorities for organizing land use in the southern basin of Lake Urmia using "stakeholder analysis" method. Data and MethodThis study, with a sociological approach, attempted to analyzing the behavior of users in the field of land use planning in the south basin of Urmia Lake. Hence, this research was closed in 2 steps. First, to understand the farmers' behavior, a survey research will conduct. The research statistical population were the all farmers in the south basin of Urmia lake who were 153 farmers were selected as the sample by a randomized cluster sampling method in the second stage. The sample size is predicted using Cochran formula. The instrument for collecting data was a questionnaire which its validity was confirmed by a panel of experts. The reliability of the questionnaire was confirmed using Cronbach’s alpha coefficient (α=0.74). The data were analyzed using SPSS software. Finally, the "stakeholder analysis" method was used to summarize the results. To perform this section, 28 specialists were selected purposefully according to the subject and objectives of the research. Results and DiscussionResults showed that behaviors of "change in the method of planting crops", "change of land use" and "use of native cultivars", in the group of farmers with change of land use, and behaviors of "seasonal migration of the head of the household to another place of work", "increase of use" "Chemical fertilizers and pesticides" and "permanent migration to the city" in the group of farmers without land use change are in the first to third priorities. Also, according to the results, agricultural land management is one of the topics that have received special attention and many stakeholders. More importantly, in most sectors, farmers have been identified as the main and key stakeholders. Therefore, these stakeholders can be included in the group of influencers. It can be concluded that stakeholders are divided into two groups. The first group comprises only those who are directly affected and benefit from agricultural land-use management. Other groups of actors are individuals or groups who, in addition to benefiting from their interests, are influential. Also, Land use change decisions of farmers in the south basin of the Urmia Lake essentially aimed at improving farmers’ economic status through collective actions, such as shifting to animal husbandry a, cultivating products with a shorter growth period changes in planting method and changes in irrigation system. Therefore, improving the livelihoods and food security of farmers is a key in Iran, like other developing countries. In addition to this component, the lack of competent professionals and managers has led to a tougher challenge. ConclusionThe results obtained in the stakeholder analysis showed that farmers at the farm level are key stakeholders and the main pillar in the design, presentation, and implementation of conservation programs to organize lands, along with the Jihad Agricultural Organization and other government organizations. Designing a framework and identifying priorities for organizing land use as a development approach to use all available capacities requires attention to the institutional dimensions of development, especially the analysis of key stakeholders and the use of various tools by expanding coordination and interaction. The important result is that local communities, especially local leaders, see themselves as partners in the program, which leads to cooperation in the program as well as strengthening their weaknesses. Also, the results showed that farmers are at the heart of land management, particularly in rural and agricultural areas. However, the results show that their behavior in the face of environmental change is more of a personal decision and to the extent of the capacity to exploit individually rather than as a group or following a regular schedule. This makes the existing challenge more critical than before.

In this research, factors influencing the advancement of local participation culture in tourism development planning in Maku free zone were evaluated.Research method used was descriptive – analytical and practical. The population studied in this research includes people living around Maku free zone with 183,453 persons, among whom 383 persons were chosen based on Cochrane formula. To gather data for the present study, questionnaire was used which is designed based on 38 questions (4 general questions, and 34 special questions); and to determine its validity and reliability, content validity and Cronbach''s alpha coefficient were used. Obtained alpha was 0.824. The Sample population was selected through simple random sampling, cluster sampling and Stratified sampling. To analyze the data, descriptive statistics and inferential statistics (methods such as regression and path analysis) were used. Based on the results obtained from path analysis and conceptual model test, empowerment of local communities resulted in the strengthening of local social capital, and high level of social capital leads to the increase in local participation culture in planning and development of tourism. Furthermore, comprehensive planning of tourism development provides legal framework for the strengthening of social capital and persuasion of investment in social capacity, and facilitates empowerment of local community.

One of the strategies that in most developing countries for economic and cultural development are considered, the development of tourism in deprived areas with potential for tourism development.Due to this, planning is essential in various aspects of tourismand identify suitable areas for tourism in terms of climatic comfort is important in tourism planning. The aim of this study was estimate the climatic comfort of urban and rural areas of Ilam and Kermanshah and planning for the development of tourism.For this, first survey the tourist attractions of these provinces in the fields of cultural-historical and the natural are actionand then Baker index was used to estimate the climatic comfort.For this purpose, the data required of 8 stations surveyed, in the 20-year period (2013-1993) was extracted and analysis necessary.Finally, for zoning bioclimatic conditions, the data transferred to the GIS software and by using Kriging interpolation, the maps were drawn.The results showed that in 3 monthsonly two stations of Sarpolzohab and Dehloran, in April: stations of Dehloran, Islamabad Gharb, Ilam and Sarpolezahab, In May: the stations of Rawansar, Kermanshah, Kangavar, Islamabad Gharb, Ilam and Sarpolezahab, In June: the stations of Rawansar, Kermanshah, Kangavar and Islamabad Gharb, in July; the stations of Kangavar and Kermanshah, in September and October; Rawansar, Kermanshah, Ilam,Kangavar and Islamabad Gharb and, in November, Dehloran the stations, Kangavar, Islamabadgharb, Ilam and Sarpolezahab, and in December: the stations of Dehloran, IslamabadGharb and Sarpolezahab, Have favorable conditions for urban and rural tourism.
