Nowadays, due to the increasing growth of the population of cities, many issues and problems have plagued the cities. For this purpose, in order to face these issues and problems and realize the sustainability of cities, the human settlement organization has put forward the approach of urban prosperity with emphasis on the five dimensions of productivity, infrastructure development, quality of life, equality and social participation, and environmental sustainability. Considering the effect of the relationship between urban prosperity and sustainable development, the purpose of this research is to measurement of urban prosperity indicators in Zanjan city. In this regard, the research method is mixed (quantitative-qualitative) with practical purpose and analytical-exploratory nature. In order to analyze the data, structural equations based on variance with partial least squares method were used in Smart-pls software. Also, the statistical population of the research includes city managers, academic elites and experts on urban issues in Zanjan, and due to the unknown number of the statistical population, a sample size of 100 people has been determined using Cohen's method at a confidence level of 95%, and access to them is based on The non-random pattern is purposeful. The findings of the research show that among the indicators of urban prosperity in Zanjan, productivity and infrastructure indicators are the most feasible. Also, among the 25 investigated variables, only 5 variables are "proper access to all types of basic services (water, electricity, gas and telephone), stable personal and social security for all age-sex groups, suitable population density at different levels of the city, access to housing "Durable and proper collection and disposal of urban waste and wastewater" have a statistical value higher than 1.96 and were in good condition.

IntroductionThe critical discourse approach as a emerging discourse trying to link between power and the dominant ideologies of actors in social contexts. Problematic settlements as a serious challenge to countries, have been hidden power relations objective experience of actors that the contribution of each of them in the production of these space have been different. therefore the purpose of the present study is explain the effects of actors' activities on the production of the text of problematic urban settlements with a critical discourse and right-to-city approaches.Data and MethodResearch method of the present study in terms of nature is qualitative and in terms of the type is analysis method.For explaining the text / space in problematic settlements was used a combination of qualitative-quantitative methods.Then the research variables were extracted and tested with Delphi technique that the 50 experts selected them.The effects of the indicators were evaluated by a one- sample t-test in Spss software and for the link the power and ideology of the actors was used in the production of text /space of problematic settlements with Mactor software.Results and DiscussionAccording to experts idea, findings showed that life experience of residents in the form of concepts such as poverty, neglect, backwardness, invisible forces, conflict of interest, ambiguity in fate, distance between claim and action, distance between us and them, duality and conflict and personal interests not common good, has found meaning. Concepts show the confrontation of government/urban management space strategies against the space tactics of weak people with naturalization of the dominant ideologies and the lack of awareness and economic weakness of the rsidents of these settlements. The role of middle management as a link between government and local management have been significant in the production of text / space of problematic settlements.Conclusion recognizing the rights of the users of these settlements with decryption of hidden meaning behind the apparent meaning, it can be increased the conditions of domination of the main actors at different levels in the form of self-Administered and self-management.

IntroductionThe issue of housing development and planning for it in the form of urban development plans with minimal costs and minimum interventions to create optimal living conditions in urban space, is one of the ideal goals of urban management. On the other hand, the realization of the goals of urban development plans depends on the development of sustainable and quality housing. In terms of form, beautiful and in accordance with environmental conditions, with a long shelf life and longevity, compliance with construction standards, high safety and low energy consumption. Therefore, the process of rehabilitation, improvement and modernization and production of housing in urban centers, especially dilapidated structures, is multifaceted, which has an undeniable role in population and socio-economic stability in sustainable neighborhood development. The present study tried to evaluate the role of urban plans in housing development interventions by analyzing and implementing urban development plans in the field of housing planning and meeting the needs of the housing sector in District 3 of Zanjan. In this regard, studies show that achieving the goals of urban development projects depends on the development of sustainable and quality housing. In terms of form, beautiful and in accordance with environmental conditions, with a long shelf life and longevity, compliance with construction standards, high safety and low energy consumption.Data and MethodThis article seeks to explain and analyze the role of urban development plans on housing development policies with a descriptive-analytical method with a future research approach in Region 3 of Zanjan. Data collection was done by field and library studies. The statistical population includes a group of urban experts who were selected for the Delphi panel by snowball sampling method. For data analysis, factor analysis, multiple linear regression test and interactive interaction analysis approach were used with the help of SPSS and Scenario Wizard software. First, by factor analysis, the common variance of one variable with other variables was investigated and minor variables were removed.Results and DiscussionThe correlation between "urban development plans" and "housing development" in region 3 of Zanjan city was analyzed by multiple linear regression test. Finally, by using interactive interaction analysis based on possible component relationships and experts' evaluation of possible future trends, by explaining the relationships between the factors of an impact network, desirable and sustainable patterns of housing development in the form of urban development plans are identified and analyzed. Took.Quantitative and analytical studies showed that the correlation and causal relationship between "housing production" and "urban development projects" is equal to 0.539. On the other hand, "urban development plans" justify 43% of the variable "housing production". In addition, the "management" index with a coefficient (β = 0.444) had the highest correlation with "urban development plans". On the other hand, the most important model of housing development and production in the form of urban development plans with the approach of balancing interaction analysis based on the sixth scenario with a total impact factor of 57 and a stability value of 1 is the physical components of the housing quality index with coefficient Impact 9+; Economic on housing price index with an impact factor of +3; Social on poor housing index with an impact factor of +3; Environment on environmental health index with an impact factor of +2; And management emphasizes the index of resolving property legal disputes with an impact factor of +1.ConclusionThus, studies show that the quality of housing in terms of strength, age, type of materials and compliance with urban planning and building engineering criteria to produce sustainable housing, along with solving the problem of common ownership and lack of ownership certificate of most dilapidated housing, as well as compliance with criteria. Environmental health, especially how to dispose of sewage, as well as controlling housing prices by producing cheap housing and controlling the stock market in the city can be effective in achieving housing production goals in urban plans. Introduction
Rapid urbanization poses a significant challenge to accommodating the poor particularly in developing countries. To address this issue, affordable housing has become the agenda for many governments in a bid to improve the living condition of low income households. The exclusivity of government agencies in dealing with the provision of affordable housing and ensuring a revolving stock to the public can add significant pressure on available limited budget and resources. To redress the investment shortfall (current and future), and more so for the construction of infrastructure and housing development, most governments in developing countries are turning to PPPs. The first step in achieving an appropriate model of public-private partnerships is to identify, analyze, and classify the various factors that are necessary to ensure the success of these projects. In order to achieve this important, the present study aims to examine experts' perceptions of the "Critical Success Factors (CSFs)" for public-private partnership (PPP) projects in the housing sector of developing countries. It therefore has an international approach.
Data and Method
The present paper is applied in terms of purpose and descriptive - analytical in terms of method. In the first step, the content analysis method was used to conceptualize public-private partnerships and identify success factors. Then, in a survey process in the form of a questionnaire, experts in this field were asked to rank each of the identified success factors according to the level of critical or degree of importance. The data gathered through the relevant documents and respondents were analysed respectively with NVivo and Statistical Package for Social Science (SPSS). In this context, one sample t test was used to compare the average of factors, the Normalization function in order to standardize and identify the critical factors and Path Analysis in order to determine the direct and indirect effects of the indicators and also to identify the main dimension in explaining the Public-Private Partnership model.
Results and Discussion
The findings showed that from the preliminary list of 24 key indicators that was identified through an extensive literature review, 16 CSFs were finally highlighted. "Efficient legal framework ", "Political will and commitment to PPP housing ", "Equitable risk sharing", " Stable political system " and " Access to low interest housing loan to developers" are five factors that have the highest degree of critical according to experts in different countries. The findings of factor analysis also clarified that the four factors of "political-institutional dimension", "economic dimension", "reasonable contract" and "incentives", respectively, with the explanation of 30.29, 17.31, 11.69 and 9.650 % of the variance are the most influential factors in achieving the appropriate model of public-private partnerships for affordable housing.
Conclusion
Identifying Critical Success Factors plays a fundamental role in the scientific literature of public-private partnerships and achieving an appropriate PPP for affordable housing model in developing countries requires, above all, reforming the macro-political, legal and economic conditions prevailing in these countries.

In recent years, with the emergence of new ideas in various political, economic and environmental sciences, the growth and development of cities has become intelligently considered. Internal development is an essential part of smart urban development. Internal urban development policy is one of the three urban development policies that, along with other urban development policies; Connected or continuous development or separate or discontinuous urban development policy is proposed. In parallel with the horizontal growth of the city towards the suburbs and the destruction of lands and natural environment around the city, some spaces inside the city have been abandoned and have been left out of the development process. These abandoned spaces, called "infill-level" spaces, are important because they are located in cities, have underground or day-to-day facilities or equipment, and have access to such service centers and facilities. For example, in many of the old cities of Iran, the core of the city, which is considered in the form of historical and valuable worn-out texture, has such potential. The aim of this study was to investigate the effect of infill development strategy on the components of vitality and social desirability in the worn-out tissue of Zanjan city. Methodology This research project in nature is an applied investigation and based on methodology is considered attributive- analytical project. Also using GIS techniques and FUZZY-AHP model required maps was provided and in each map Zanjan city’s deteriorated areas infill development specified and in final map under studying area’s internal development characterized as low, average and high developed areas. The questionnaire was used to measure the variables of vitality and social desirability. The sample size is 382 questionnaires that have been selected from the statistical population of worn-out tissue of Zanjan city using Cochran's formula. The research findings show that infill development has a positive effect on promoting vitality and social desirability in worn-out tissues, and there is a significant relationship between infill development with vitality and social desirability variables. Therefore, it can be said that vitality and social desirability are significantly different from infill development (less, medium, high). Results and discussion 17 items have been selected to measure vitality, and according to descriptive statistics, vitality in the range will increase with increasing level of infill development. The rate of vitality score in neighborhoods with low intermediate growth development is 46.77, in neighborhoods with medium infill development is 52.63 and in neighborhoods with high infill development is 53.82. Also, each of the vivacity items is examined separately. The score of each of the items is between 1 and 6. To measure the level of social desirability, 14 items have been selected. The level of social desirability is improved according to the increase in the rate of infill development, and according to the average score of the social desirability variable, this can be realized. The rate of social desirability score in neighborhoods with low infill development is 44.98, in neighborhoods with medium infill development is 50.66 and in neighborhoods with high infill development is 52.12. Conclusion In studies of infill development, the potentials of different urban neighborhoods have been examined using the principles of infill development and its relationship with other variables has not been investigated. However, in this study, the relationship between infill development and the variables of vitality and social desirability in the worn-out context of Zanjan city has been investigated, which is a new discussion. This can determine the benefits of infill development. The findings show that the higher the infill development of neighborhoods, the higher the level of vitality and social utility. In the dilapidated context of Zanjan, neighborhoods with high infill development (neighborhoods above Imam Street) are in a better position in terms of quality of life and social acceptance than neighborhoods with low level of infill development (neighborhoods around the Husseinieh Azam Zanjan). Therefore, it can be said that the higher the level of infill development, the better the security, the beauty of urban spaces, the diversity of activities, the physical diversity, the presence of women in the place, the compatible uses, the vitality of the citizens, and so on.

Due to many different reasons, providing of vitality in urban centers have become the main concerns in developed countries especially in deteriorated areas. Creating vitality in deteriorated areas is one of the most important factors that affect the tendency of citizens to increase housing selection in this area. The aim of this study is to evaluate the vitality of the deteriorated area and its relationship with the housing selection. This research was carried out by survey method and information was collected through observation, preparing necessary maps and questionnaires and SPSS software was used for analyzing them. The sample size is 365 households out of 7160 household living in deteriorated areas of the city. The research questions are: 1- Is the level of vitality in deteriorated area of Zanjan acceptable? 2- Do citizens like to housing selection in the deteriorated urban area? 3- Is there any relationship between the housing selection and urban vitality in the deteriorated area? Resulting data show that the both vitality and housing selection were moderate and acceptable, and there is a significant positive relationship between vitality and housing selection. The results of the regression analysis show that the variable of vitality indicates the 25% of the variance of housing selection. Therefore, according to this study that was carried out at Deteriorated neighborhoods, increasing vitality causes to increasing dwelling. Thus, the increase in vitality lead to high capacity of deteriorated areas.

Nowadays, the usage of bicycle is one of the main tools for gaining desirable cities. The increase of population in the third world cities and using of fuel in these countries has been intensified in last decades. For this, the usage of bicycle has been considered in transportation affairs. One of the main policies in attaining sustainable development in cities is the expansion of bicycle use. The main purpose of this paper is to investigate the determinants of unwillingness to bicycle use in Zanjan city by using of questionnaires and library approaches. The results of this study have been analyzed by SPSS and Excel software. The main findings of this study indicate that the use of bicycle is very low in Zanjan city and only 8% of people use the bicycle in urban activities. The unwillingness to use the bicycle in urban activities can be resulted from advertising constraints, constraints of bicycle benefits, shortage of security for bicycle runs in city network and other cases such as unwillingness of managers to use bicycle in travels.

Principal Component Analysis (PCA) is an optimum mathematical method to decrease variables into some limited components in order to justify the highest variance of primary variables. In this study some statistical characteristics of annual precipitation of Zanjan city including sum of annual precipitation, number of rainy days, extreme daily precipitation in a year, the ratio of extreme precipitation to the sum of annual precipitation and some characteristics such as Standard Deviation (SD), Skewness (Sk), Kurtosis (Ku), Absolute Mean Deviation (AMD) and Mean Absolute Interannual Variability (MAIV) were was calculated from monthly precipitation for each year, and were introduced principal component analysis technique. The results show that 95% percent of annual precipitation variations can be explained through 4 components. The first component which indicates the highest data variance (42.6%), represents annual precipitation and absolute variability indices including SD, AMD and MAIV. The second component represents the shape of frequency distribution indices (Sk, Ku), the third component represents extreme precipitations and finally the fourth component represents the number of rainy days. The analysis of the trend of components scores show that first and fourth components scores have a significant decreasing and increasing trend, respectively. Round a lines show a precipitation decrease during the period under study from one hand and having uniform temporal distribution on the other hand.
