ارزیابی هدف‌محور در برنامه‌ریزی و توسعه پایدار گردشگری روستایی شهرستان سرعین: رویکرد آمیخته و یکپارچه

چکیده

توسعه پایدار گردشگری روستایی از مهمترین اهداف و آرمان‌های جوامع مختلف است. در همین خصوص، ملاحظه می‌شود که در سال‌های اخیر، اقدامات مهمی در زمینه ایجاد و ارزیابی این مقوله صورت گرفته است. به همین منظور، هدف اصلی تحقیق حاضر ارزیابی هدف‌محور در برنامه‌ریزی و توسعه پایدار گردشگری روستایی شهرستان سرعین است که با رویکرد آمیخته و یکپارچه صورت پذیرفته است. روش تحقیق حاضر ترکیبی و رویکرد مورد استفاده در آن، رویکرد متوالی اکتشافی است. در فاز اول با استفاده از روش کیفی تحلیل مضمون به شناسایی و تبیین مولفه‌ها و شاخص‌های ارزیابی هدف‌محور برنامه‌ریزی و توسعه پایدار گردشگری روستایی در شهرستان سرعین پرداخته شده است. ابزار اصلی گردآوری اطلاعات در این فاز، مصاحبه‌های نیمه ساختاریافته می‌باشند که با استفاده از روش نمونه‌گیری هدفمند، از 18 تن از خبرگان این حوزه مصاحبه به‌عمل آمد. مطابق با یافته‌های تحقیق، 243 گزاره خام استخراج شدند و با طی یک رویکرد استقرایی (جزء به کل) در قالب رویکرد آتراید-استرلینگ هریک از کدها در قالب مضامین پایه جای گرفتند. تعداد 97 مضمون پایه شناسایی گردید و مطابق با منوال قبل، از تجمیع مضامین پایه، تعداد 31 مضمون سازمان‌دهنده و در نهایت، تعداد 4 مضمون فراگیر استخراج شدند. در فاز دوم، با استفاده از روش کمی پیمایش، به تایید و رتبه‌بندی این مولفه‌ها و شاخص‌ها پرداخته شد که 52 تن از خبرگان به سوالات پرسشنامه محقق‌ساخته پاسخ دادند که همگی مولفه‌ها و شاخص‌ها مورد تایید واقع شدند که از میان آنها، مولفه فرهنگی-اجتماعی در رتبه نخست قرار گرفت. نرم‌افزارهای مورد استفاده در این فاز SPSS26 و SmartPLS4 بودند که تمامی مولفه‌ها و شاخص‌ها با استفاده از آنها تجزیه‌وتحلیل شدند. مطابق با نتایج تحقیق حاضر، ارزیابی هدف‌محور برنامه‌ریزی و توسعه پایدار گردشگری روستایی در شهرستان سرعین نیازمند یک رویکرد منعطف و یکپارچه می‌باشد که در این تحقیق، مولفه و شاخص‌های آن در قالب مصامین ف...

تازه های تحقیق

مطابق با آنچه که در مباحث قبلی مطرح شد، ارزیابی هدف‌محور در برنامه‌ریزی و توسعه پایدار گردشگری روستایی شهرستان سرعین مرهون مولفه‌ها و شاخص‌های مختلفی است که در این تحقیق، در دو فاز کیفی و کمی مورد بررسی و تبیین قرار گرفتند. مطابق با یافته‌های فاز کیفی، از مصاحبه‌های به‌عمل آمده از خبرگان؛ 243 گزاره خام استخراج شدند و با طی یک رویکرد استقرایی (جزء به کل) در قالب رویکرد آتراید-استرلینگ هریک از کدها در قالب مضامین پایه جای گرفتند. تعداد 97 مضمون پایه شناسایی گردید و مطابق با منوال قبل، از تجمیع مضامین پایه، تعداد 31 مضمون سازمان‌دهنده و در نهایت، تعداد 4 مضمون فراگیر استخراج شدند. این مضامین، نشان‌دهنده مولفه‌ها و شاخص‌های ارزیابی هدف‌محور برنامه‌ریزی و توسعه پایدار گردشگری روستایی در شهرستان سرعین هستند که در فاز دوم، یعنی روش کمی مورد اولویت بندی و تایید قرار گرفتند. داده‌های جمع‌آوری‌شده با نرم‌افزارهای SPSS26 و SmartPLS4 تحلیل شدند. نتایج نشان داد که پایایی پرسشنامه با مقادیر آلفای کرونباخ بالای ۰.۷ مورد تأیید است. همچنین، تمامی ضرایب همبستگی در سطح اطمینان 99% معنادار بودند. بر اساس یافته‌ها، مؤلفه فرهنگی-اجتماعی با بالاترین ضریب تأثیر (908/0β=) در اولویت اول قرار گرفت و به‌عنوان مهم‌ترین عامل در ارزیابی هدف‌محور برنامه‌ریزی و توسعه پایدار گردشگری روستایی شهرستان سرعین شناسایی شد. پس از آن، مؤلفه‌های محیطی-کالبدی، مدیریت و برنامه‌ریزی و مالی-اقتصادی به ترتیب در اولویت‌های بعدی قرار گرفتند. نیکویی برازش مدل (464/0GoF=) نیز نشان‌دهنده برازش مناسب مدل پژوهش بود. مطابق با یافته‌های این فاز، مولفه فرهنگی-اجتماعی بیشترین مقادیر و اولویت نخست را به خود اختصاص داد. پرواضح است که به منظور ارزیابی در یک برنامه گردشگری پایدار یا توسعه پایدار گردشگری روستایی، مفاهیم فرهنگی-اجتماعی نقش پررنگ و مهمی داشته باشند. در واقع یکی از مولفه‌های مهم در ارزیابی هدف‌محور توسعه پایدار گردشگری روستایی روستاهای گردشگرپذیر شهرستان سرعین، مولفه فرهنگی-اجتماعی با شاخص‌های «حفظ فرهنگ؛ مهمان‌نوازی مردم محلی؛ مشارکت جامعه محلی؛ سطح آموزش جامعه؛ سلامت جامعه؛ امنیت اجتماعی؛ فضای آرام و سالم؛ سرمایه اجتماعی؛ مشارکت زنان» است. مسئولان و متولیان امر در این حوزه، هنگام تصمیم‌گیری برای سرمایه‌گذاری یا توصیه‌های سیاستی، باید بافت فرهنگی-اجتماعی روستا را کاملاً در نظر بگیرند و یک ارزیابی کلی را از قبل انجام دهند. چراکه تفاوت وضعیت موجود و وضعیت مطلوب، نشان‌دهنده بسیاری از آیتم‌ها و عوامل است. هنگام اتخاذ تصمیمات مختلف جهت ارزیابی، مقامات دولتی یا جوامع محلی باید رویکردی گام‌به‌گام برای معرفی صنعت گردشگری روستایی داشته باشند و اولویت‌ها را برجسته کنند. در جامعه روستایی یکسری عوامل وجود دارند که اگر مورد توجه قرار نگیرند، موجب نقصان و حتی شکست در توسعه پایدار گردشگری روستایی می‌شوند. این موارد در شاخص‌های فوق مورد ملاحظه و تدقیق قرار گرفتند. مثلا مشارکت محلی که بعنوان رویکرد اصلی در توسعه پایدار گردشگری روستایی است. اگر مشارکت جامعه روستایی وجود نداشته باشد، بدون شک بسیاری از کارها و امور پیش نخواهند رفت و مشکلات عدیده ای ایجاد می‌شوند. محیط روستا یک محیط پویا و باز است. مخصوصا روستاهای گردشگرپذیر که نیازمند انعطاف‌پذیری بیشتری در این زمینه هستند. در نهایت، به مسئولان و متولیان این امر پیشنهاد می‌شود با عطف به مولفه‌ها و شاخص‌های فوق به ارزیابی هدف‌محور برنامه‌ریزی و توسعه پایدار گردشگری روستایی در شهرستان سرعین بپردازند.

نتایج این پژوهش نشان می‌دهد که ارزیابی هدف‌محور توسعه پایدار گردشگری روستایی در شهرستان سرعین متأثر از مولفه‌های مختلفی است که در دو فاز کیفی و کمی مورد بررسی قرار گرفته‌اند. یافته‌های کیفی پژوهش منجر به استخراج ۴ مضمون فراگیر شد که مهمترین آنها مولفه فرهنگی-اجتماعی با شاخص‌هایی مانند حفظ فرهنگ بومی، مهمان‌نوازی، مشارکت جامعه محلی و سرمایه اجتماعی بود. این نتایج با یافته‌های پژوهش‌های داخلی مانند قدیری معصوم و همکاران (۱۳۹۱) و افتخاری و همکاران (۱۳۹۸) که بر نقش محوری عوامل فرهنگی-اجتماعی در توسعه گردشگری روستایی تأکید داشته‌اند، همسو است. همچنین مطالعات بین‌المللی از جمله پژوهش‌های آلوارز–گارسیا و همکاران (۲۰۱۸) و آلارکون و آن (۲۰۲۰) نیز بر اهمیت تلفیق محیط زیست، اقتصاد محلی و فرهنگ در توسعه پایدار گردشگری روستایی تأکید کرده‌اند که این امر در یافته‌های پژوهش حاضر مورد تأیید قرار گرفته است.

در مقایسه با سایر پژوهش‌ها، مطالعه حاضر از چند جهت دارای نوآوری است. نخست آنکه با استفاده از روش ترکیبی (کیفی و کمی) و به کارگیری رویکرد آتراید-استرلینگ، توانسته است شاخص‌های بومی و خاص منطقه سرعین را شناسایی کند. این در حالی است که بسیاری از مطالعات پیشین مانند تروخاچف (۲۰۱۵) عمدتاً بر شاخص‌های کلی توسعه پایدار تمرکز داشته‌اند. دوم آنکه پژوهش حاضر به طور خاص بر نقش مشارکت جامعه محلی و به ویژه زنان در موفقیت پروژه‌های گردشگری تأکید دارد که این یافته با نتایج نایسلی و سیدنور (۲۰۱۵) در خصوص اهمیت مشارکت محلی همخوانی دارد. همچنین، این مطالعه با شناسایی شکاف بین وضعیت موجود و مطلوب در شاخص‌های فرهنگی-اجتماعی، می‌تواند راهنمای عملی برای سیاست‌گذاران و برنامه‌ریزان باشد.

با این وجود، پژوهش حاضر دارای برخی محدودیت‌ها است. از جمله اینکه یافته‌های آن صرفاً مربوط به روستاهای گردشگرپذیر شهرستان سرعین است و تعمیم آن به سایر مناطق نیازمند مطالعات بیشتر می‌باشد. همچنین، این مطالعه به اندازه کافی به تأثیرات زیست‌محیطی گردشگری نپرداخته است که در پژوهش‌هایی مانند فرازونی[1](۲۰۱۵) مورد توجه قرار گرفته است. برای پژوهش‌های آینده پیشنهاد می‌شود مطالعات طولی‌مدتی برای سنجش تغییرات بلندمدت در جوامع روستایی انجام شود. از منظر سیاستی نیز تشکیل کارگروه‌های مشترک محلی-دولتی برای اجرای شاخص‌های شناسایی‌شده می‌تواند گام مؤثری در جهت تحقق توسعه پایدار گردشگری روستایی باشد.

در جمع‌بندی نهایی می‌توان گفت این پژوهش با ارائه چارچوبی بومی برای ارزیابی هدف‌محور توسعه پایدار گردشگری روستایی، نه تنها با بسیاری از یافته‌های پژوهشی داخلی و بین‌المللی همخوانی دارد، بلکه از طریق شناسایی شاخص‌های خاص منطقه سرعین و تأکید بر رویکرد مشارکتی، گامی نوین در این حوزه محسوب می‌شود. نتایج این مطالعه می‌تواند به عنوان الگویی برای سایر مناطق روستایی ایران و حتی کشورهای در حال توسعه با شرایط مشابه مورد استفاده قرار گیرد.

Objective: Sustainable development of rural tourism is one of the most important goals and aspirations of various societies. In this regard, it is observed that in recent years, significant measures have been taken to establish and evaluate this concept. Accordingly, the main objective of the present research is to evaluate the goal-oriented planning and sustainable development of rural tourism in Sarein County, which has been conducted using a mixed and integrated approach.

Methods: The research method of this study is mixed, and the adopted approach is an exploratory sequential design. In the first phase, using the qualitative method of thematic analysis, the components and indicators of goal-oriented planning and sustainable development of rural tourism in Sarein County were identified and explained. The primary data collection tool in this phase was semi-structured interviews, conducted with 18 experts in this field through purposive sampling.

Results: According to the research findings, 243 raw statements were extracted and, following an inductive (bottom-up) approach based on the Attride-Stirling framework, each code was categorized under basic themes. A total of 97 basic themes were identified, and through the consolidation of these themes, 31 organizing themes were derived, ultimately leading to the extraction of 4 overarching themes.

In the second phase, a quantitative survey method was employed to validate and rank these components and indicators. A researcher-made questionnaire was administered to 52 experts, all of whom confirmed the components and indicators. Among them, the socio-cultural component ranked first. The software used in this phase included SPSS26 and SmartPLS4, through which all components and indicators were analyzed.

Conclusions: In line with the results of this study, goal-oriented evaluation of planning and sustainable development of rural tourism in Sarein County requires a flexible and integrated approach. In this research, the components and indicators were categorized and confirmed under the.....
