Earthquake is one of the most dangerous, destructive and unpredictable natural hazards. Therefore, identify the vulnerable areas of cities is necessary in order to increase the capacity to deal with earthquake risks and crisis management of this risk. In this regard, the present study was written with the aim of investigating the vulnerable levels of Tabriz metropolis against earthquakes and providing crisis management solutions (before the crisis) to reduce the effects of earthquakes. The research method in the current study is mixed (combination of qualitative and quantitative approaches) with a practical purpose and analytical-exploratory nature, in order to analyze information; FAHP method in ArcGIS and PROMETHEE method were used. In addition, the statistical population of the research includes managers, city officials, and academic elites. The sample size of managers and officials was determined using Cohen's method at the 95% confidence level, 90 people, and the method of accessing them is based on the snowball method. The size of the sample of academic elites is also determined based on the targeted Delphi sampling method of 14 people. The findings of the research show that the peripheral and central areas of the city have the highest vulnerability potential. Meanwhile, regions 10 and 1 with net flow of -0.454 and -0.527 are considered among the areas with high vulnerability to earthquakes. Among the factors affecting the vulnerability of these areas, we can mention the proximity to the fault, wear and tear of the tissues, distance from the aid centers, high density and the lack of elasticity of the roads. Pre-crisis management planning is a matter of paramount importance which nowadays, urban managers have to deal with, especially in the filed of crisis management. In this research, finding locations for multi-purpose crisis management stations in regions 1, 4 and 10 of Tabriz municipality has been studied. At first step, the parameters affecting the selection of locations have been investigated. After gathering and preparing the layers, raster maps were obtained and subsequently, parameter weighing was done throughout the AHP process using Expertchoice software. At next step, data layers were combined together based on IO Boolean and Fuzzy models and the results were utilized to present some locations as desired onse, Due to the Geographic Information System in solving complex problems of urban and ease of analysis and spatial analysis , the ability of the system to prepare , collate and analyze the layers have been applied . The results obtained from this study, the southern part of the region which was set four as the best urban spaces such as green spaces, educational, sportive and etc, and better access conditions for the establishment of these bases is to have the highest priority and the best places for locating the base of the parks Amir Kabir, Anna, Tawhid and Jihad area around the field to 22 Bahman and a few other points is evaluated

One of the subjects that most cities of the world are faced to it is the subject of natural occurance the crisis management is necessary. for the quick and correct performance of decisions to reduce the hurt and their effects before, during and after the natural occurrences.This management is related to planning, urban management and also geography.Using the urbanism principles such us texture, urban structure,and use of urban lands, relation networks and urban substructures and so on,we can reduce the effects of natural occurrences a lot.The goal of this study is the spatial allocation of temporary settlement centers in the district six of Isfahan city in environmental crisis using GIS and the correct management of the past, during and after the crisis. The methodology of the research is descriptive and analytical that using the technique of AHP and using the graphic software ARC/GIS to provide the map and spatial allocation of temporary settlement centers, the problems of the parks and the rescue centers of the district six of Isfahan city with the crisis management have been researched. The kind of research from the point of goal is application.The results show that 1) The parks don’t have suitable numbers and distribution. 2) The rescue centers don’t have suitable numbers and distribution. 3) Also they face to lack of the equipments and installations For this reason, some programs have been offered to Power the district six of Isfahan city against the destructive effects of the occurrences from the point of crisis management. Based on the results of this research using the upper technique and regarding the various standards such as the distribution of electricity centers, fire station cure centers, fuel centers and so on in district six of Isfahan city, the suitable regions of temporary settlement have been recognized and preferred.
