IntroductionTypically, in developing countries, urban growth exceeds the capacity of governments and municipalities to provide services and infrastructure suitable for the population. This category will exacerbate urban poverty in cities, especially large cities in these countries.Data and Method The purpose of this study is to empower poverty in the neighborhood of Ismail Abad, District 19 of Tehran Municipality. This research is applied in terms of purpose and part of descriptive-analytical research in terms of method. The statistical population of the present study is the Ismailabad neighborhood, District 19 of Tehran Municipality. First, using economic, socio-cultural, and physical indicators, the areas of urban poverty in the Ismail neighborhood, District 19 of Tehran Abad Municipality were identified.Results and DiscussionThe weighting of the research indices was taken using the Shannon entropy method, then the Vikor quantitative leveling model was used to rank the indices. ARC GIS software has been used to display and analyze the poor urban space in the neighborhood of Ismail Abad, District 19. Also, using the QSPM model, internal and external strategies were identified in which non-governmental organizations and non-governmental organizations were considered as the most important motivating factor in empowering poverty at the neighborhood level and after identifying the target neighborhood. The use of the SWOT technique has been done to improve this place due to planning problems and limitations.ConclusionThe results indicate that urban poverty has been discovered in neighborhoods located on the outskirts of the city. To solve the problems of the residents of the target neighborhood, local spontaneous reinforcers in creating solidarity and maintaining the neighborhood identity, recognizing development potentials, educating residents and raising people's awareness, implementing empowerment plans to control the neighborhood.

In this research, factors influencing the advancement of local participation culture in tourism development planning in Maku free zone were evaluated.Research method used was descriptive – analytical and practical. The population studied in this research includes people living around Maku free zone with 183,453 persons, among whom 383 persons were chosen based on Cochrane formula. To gather data for the present study, questionnaire was used which is designed based on 38 questions (4 general questions, and 34 special questions); and to determine its validity and reliability, content validity and Cronbach''s alpha coefficient were used. Obtained alpha was 0.824. The Sample population was selected through simple random sampling, cluster sampling and Stratified sampling. To analyze the data, descriptive statistics and inferential statistics (methods such as regression and path analysis) were used. Based on the results obtained from path analysis and conceptual model test, empowerment of local communities resulted in the strengthening of local social capital, and high level of social capital leads to the increase in local participation culture in planning and development of tourism. Furthermore, comprehensive planning of tourism development provides legal framework for the strengthening of social capital and persuasion of investment in social capacity, and facilitates empowerment of local community.

Tourism as the largest social movement, associated with cultural, economic and spatial consequences. Therefore, making the more efficient of the tourism development and promoting its positive consequences, it needs to understanding and putting especial attention to the empowerment. The aim of this research is the study of effective factors on empowerment of the tourism development in West Azerbaijan Province. This study naturally is "descriptive - analytic" and objectively is “applicable" and is in line with answering to this question: Is the empowerment of “local communities (of participation dimension), human resource (the decision makers and planners), and competitiveness of tourism destinations" components effective in empowering of tourism development in the West Azerbaijan province? The statistical populations studied in this research are cultural heritage, handicrafts and tourism experts in the West Azerbaijan province. Due to the expansion of research range and lack of detailed knowledge about the number of population studied, using cluster and randomized sampling method, totally, 100 subjects selected as sample. To analyze the data, descriptive statistical methods was used and to test of research hypothesis in the inferential statistic, the chi-square tests (chi-square) were used. The results showed that empowerment components of the local community, human resources (the decision makers and planners), and competitiveness of tourism destinations have significant relationship with the empowerment of tourism development and among them "empowerment of human resources (the decision makers and planners)" have the most impact on tourism development in West Azerbaijan province.
