IntroductionThe development of urban tourism has been considered by tourism planners and city managers due to its various economic, social, cultural and environmental effects. Following the growth of urbanization, cities are becoming one of the main pillars of the world's commercial economy.Materials and methodsIn this regard, the role of public participation in the development and improvement of urban tourism should be considered. The purpose of this study is to investigate the relationship between people's participation in tourism development in Tabriz. The present research is an applied descriptive-survey method based on a questionnaire. The statistical population of the citizens of Tabriz is considered. The sample size was determined according to Cochran's formula of 384 people and was performed by available random sampling method.Result and discussionThe results showed that there is a positive and significant relationship between the two variables of economic participation and tourism development and with a correlation value of 0.632 and close to 1, it has a high correlation compared to other variables. Also, there is a positive and significant relationship between the two variables of environmental participation and tourism development and with a correlation value of 0.288, it was found that these two variables have a low correlation with each other. On the other hand, there is a negative relationship between the two variables of socio-cultural participation and tourism development and with a correlation value of 0.102, it was found that these two variables have a low correlation with each other.ConclusionAs a result, economic participation has a more important role in the development of tourism in Tabriz compared to environmental participation and socio-cultural participation. Thus, providing a recognition of the priority levels of participation of the host community in tourism development is a research innovation compared to other studies.

Introduction
Nowadays, tourism is one of the most dynamic industries in the world, which has a great impact on the economic growth and dynamism of countries and has become one of the most complex human businesses in many countries. This industry is considered as a multifaceted activity of a mechanism to increase employment, earn income and attract foreign exchange; according to the latest statistics, one out of every 10 important jobs in the world has been related to the tourism industry. Therefore, different countries are looking for solutions to develop tourism; in particular, countries with weak economies in transition are more focused on developing the industry as a way to grow and develop as well as currency. On the other hand, given that the amount of value added and income from the development of tourism, has a major role in GDP and citizens to have a sustainable livelihood; therefore, nowadays, attention to the formation of tourism in its various forms has been considered by different countries. Considering the importance of tourism development in the present era and the place of historical-cultural contexts in achieving this, the purpose of this study is to identify the management drivers affecting the development of historical and cultural tourism in Tabriz metropolis. The historical context of Tabriz, despite its potential, currently does not have the desired environmental and spatial quality. Therefore, paying attention to this context in order to recreate it and also the development of tourism is one of the priorities of city officials.
Data and Method
The research method in the present study is applied in terms of purpose, survey in terms of implementation method and cross-sectional in terms of time. For this purpose, first the required indicators have been extracted in the form of documents and referring to tourism-related researches, and in order to measure the effective management impulses on tourism development, managers, officials and experts of Tabriz Historical-Cultural Region (Region 8) have been questioned. Therefore, the statistical population of the study is the managers, officials and experts of the municipality of Tabriz historical-cultural region (about 300 people) and the sample size is estimated based on the Delphi method of 100 people, which the method of accessing the sample size is based on a targeted model. Also in order to analyze the data, has been used of structural equation modeling method in Amos software.
Results and Discussion
Findings indicate that the most important management drivers affecting the development of tourism in the historical-cultural context are extra-organizational capacities, intra-organizational capacities and project criteria and definitions, for which the coefficient of the structural model has been 0.71, 0.63 and 0.56, respectively. Also, among the sub-variables, the most influential are related to the variables of forming institutional interaction with other public and private organizations in order to develop historical-cultural tourism, the ability to strengthen local mechanisms to develop historical-cultural tourism and targeted understanding of historical context and flexibility in historical texture programs for tourism development with coefficients of 0.77, 0.72 and 0.65, respectively.
Conclusion
Over the past few decades, tourism has undergone a variety of continuous changes and has become one of the largest economic sectors. One of the most important factors in the development of sustainable tourism in any region is how to manage related activities. Thus, the discussion of management is an important part of planning and as the basis of work, which is the act of directing and controlling a task or organization. Management also includes a systematic approach in which the dynamics of tourism in the context of supply and demand is considered with emphasis on economic sustainability and utility and the social consequences of tourism. On the other hand, due to the extensive changes in today's cities and the lack of coherent planning, especially in the historical-cultural contexts, it has been marginalized by these valuable contexts that play a pivotal role in tourism development. Considering the importance of tourism discussion and the important role of historical-cultural contexts in this field, the purpose of this study is to identify impacts of the management drivers on development of historical-cultural tourism in Tabriz metropolis. The results indicate that in the first place, the most effective drivers of external capacities (external capacity building), in the second place, institutional capacity drivers (internal institutional capacities), and finally, the third most effective drivers are criteria and definition of projects through factors such as emphasis on public development. And pedestrian-centered, purposeful knowledge of historical context issues with a future research approach, careful monitoring of compliance with bylaws and sections and emphasis on multidimensional goals (social, economic, physical) will promote the historical context and consequently the development of tourism.

Historical texture includes various spiritual, symbolic, and aesthetics aspects. It also indicates the regions as evidence of urban civilization because it is reflecting the city identity. There are various approaches for sustainable regeneration in the cities. An approach can create sustainability for the city that not only can implement reconstruction in physical dimensions but also can lead to the sustainable economic, social and cultural-identity performance of the texture. Regeneration with the tourism development approach can lead to texture sustainability. The historical context of Tabriz, with its many historical monuments, is an attractive area with many potential assets that can be used for tourism development. While the historical context of Tabriz has long been a center of production and trade, the city has lost much of its main attraction due to a wide range of social, cultural, economic, and physical issues. Research suggests that urban regeneration is the dominant theory for intervening with problems of historical and worn-out textures. It also shows that efforts to develop tourism can lead to the regeneration of historical textures. In this study, the impact of tourism on regeneration has been investigated, and its purpose is to analyze the relationship between tourism and urban regeneration in economic, socio-cultural, physical, and environmental dimensions.
Methodology
The current research is an applied study, and the research method is analytical-descriptive. The study area is the historical texture of Tabriz City. The statistical population is the residents of the historical texture of Tabriz, which is 115580, according to the statistics in 2016 (Statistics Center of Iran, 2016). The sample size was determined using Cochran’s formula, which is 383. It must be mentioned that the proper sampling method in the current study is the cluster sampling method. A number of questionnaires were completed by the residents of the historical texture. The questionnaires were prepared using a five-point Likert scale. The research results were analyzed using SPSS software and the Chi-square test.
Results and Conclusion
According to the conducted studies, tourism development leads to employment, increasing income, and investment in the texture, and results in the economic growth of the texture. This growth solves the social issues caused by the internal economic decline in society. On the other hand, one of the attractions of using tourism as an element in urban regeneration is its economic justification, which can be provided for the improvement and physical regeneration of the worn-out urban center. Environmental improvement in the historical texture can create positive feelings, resulting in the visitors’ satisfaction and loyalty. This is also followed by more serious support of the tourism development. The studies indicate the relationship between tourism development and urban regeneration in the texture. The total impact of the economic factor on the regeneration pattern of the historical texture of Tabriz city with tourism development approach equals 4.37, which is at a significant desirable level. It was revealed that most of the historical texture residents of Tabriz consider this texture valuable for investment (Public and private) and believe that the urban tourism development can lead to economic growth in the historical texture. Also, they consider economic growth a preventive factor of the migration of the youth and economic activists. In terms of the social-cultural aspect, the total impact of the social and cultural dimension on the regeneration pattern of the historical texture of Tabriz with tourism development equals 3.49, which is at a significant and relatively desirable level. Urban tourism development in the area increases the behavioral settings, the tendency to be present in the society, and improves the social relations and welfare and entertainment facilities, and leads to improving the living and security standards level for the women, children, and reducing the crime in the city. The total impact of the physical aspect on the regeneration pattern of the historical textures of Tabriz city with tourism development approach equals 2.64, which is at a significant and relatively desirable level. The urban tourism development leads to eliminating the ruined spaces and improving the access to the recreational centers and urban spaces, and enhancing the physical quality of the urban spaces and historical monuments. Moreover, improving the urban infrastructures will be followed by the improvement in the quality of the public services and urban landscape. However, tourism development will have less impact on the texture traffic and the number of parking lots. The total impact of the environmental aspect on the regeneration pattern of the historical textures of Tabriz city with tourism development approach equals 3, which is at the significant and relatively desirable level. Tourism development leads to improving the environmental situation and reducing environmental pollutions, and increasing the green space per capita in the city.
Conclusion
This case study shows that the historical properties and tourism potentials can have a significant impact on urban regeneration or lead to their possibility in terms of social, economic, physical, and environmental aspects. However, measures must be taken into account to reduce the negative impacts of the tourism development, such as lack of access to parking, lack of possibility to pass due to high traffic, and increase in costs, so that the tourism development leads to urban regeneration. The main issue in the Iranian cities is the fact that urban regeneration and tourism development are implemented by two different organizations. Therefore, tourism development cannot contribute to regenerating the historical textures. Urban regeneration with tourism development will be possible when integrated planning is conducted.

Tourism is an important industry in almost every region of the planet. It touches the lives of most of the world’s population, employing numerous workers and contributing considerable percent of the global GDP. Tourism has long been identified as a powerful tool for development, spurring economic growth, increasing foreign exchange, smallholder investment, and local employment. As increasing the importance of developing the tourism sector to facilitate the achievement of economic development, attention to different attractions of tourism such as sports tourism has increased in recent decades. Sport tourism as main part of tourism sector has attracted growing concern from in relation to multiple aspects, such as sustainable development and diversification of the national economy. To address these concerns, it is necessary to investigate planning for sport tourism development. It is widely acknowledged that planning is crucial to successful sport tourism development and management; and planning has been a widely adopted principle in sport tourism development at both regional and national. As such, experts suggest strategic planning can be considered in the planning process; and a strategic plan be practically made for this purpose. Current research aimed to investigate the role of role of infrastructures of Arasbaran area, East-Azerbaijan in the development of sports tourism and formulate appropriate strategies for improvement and greater use of the region''''s tourist attractions.
