Compilation of the feasibility model of Iran's strategic plans )studied in the city of Shahrekord)Abstract:The current research is based on the practical goal of development and the method of its implementation is descriptive and analytical, and it is in the category of qualitative research, the idea of developing a model of the realization of Iran's strategic plans is based on determining the success rate of the realization of the following program in the review of the evaluation system of criteria and achieving goals in advance is determined to be of interest. Therefore, the aim of this research is to compile criteria and indicators of realizability. According to the data theory, the foundation is in the form of a pilot in the city of Shahrekord. In this way, if this model is to be presented in the city of Shahrekord, what characteristics should it have? In this part, by using the method of systematic grounded theory, collecting textual data, interviewing knowledgeable people in both research and executive fields, and analyzing the data, a wide range of effective factors in Application and implementation of this approach in the form of 22 main categories. And 129 subcategories and relationships between them have been identified. The achievement of this research is the identification of development indicators for the realization of urban plans, as well as the evaluation, ranking, analysis and evaluation and providing a particularly desirable model. With regard to the findings regarding the feasibility of the optimal model plan of Shahrekord city, it was determined that the development of participation, improvement of municipal performance and sustainable urban development are among the components of the feasibility of urban development plans.

AbstractCDS plans and strategic planning is the last version of the evolution of urban planning which with flexibility and participatory approach seeks to build consensus among citizens to create a future vision for urban development. The emphasis of the city development strategy is more on strengthening economic competition, but it also covers poverty reduction, improving the structure of urban management, as well as increasing the quality of environmental aspects. The present research is applied in terms of purpose and is based on descriptive-analytical method. The main purpose of this research is evaluating indicators of Mallard's City Development Strategy (urban good governance, livability, bankability and competitiveness). The statistical population of this study is a selection of citizens (380 people) and Mallard city managers (50 employees of the municipality and city council). Research data were collected based on a questionnaire and Cronbach's method was used to evaluate the reliability of the research tool. The results show that among the four-dimensional indicators of Mallard's city development strategy, the index "Security in banking systems to build trust between citizens" with 3.73 had the highest score and the index "Monitoring the maintenance of living standards (per capita income) and capital" with 3.40 had the lowest score. By comparing the four components, the "bankability" component had the best relative conditions and the "urban good governance" component had the worst conditions compared to the other components.Keywords: Urban Development, Mallard City, Strategic Planning, CODAS Model.

Abstract: The importance of inner city transport with accounting for about 25 percent of its urban spaces, as well as the field of mobility by providing cities and their citizens, it is very clear and undeniable. Today, urban transport, due to the problems and challenges, such as urban air pollution and noise pollution, the attention of urban planners and researchers. In Shahrekords, in the field of sustainable transport planning has been done, and poor transport infrastructure available, not enough for the growing population of the city, and the city has serious problems, such as environmental pollution, traffic is facing. Hence it is essential that managers and urban planners with the strategic outlook, analysis and planning in the development of urban transport systems, pay. Therefore, in this study, using an analytical method, first by the model SWOT weaknesses and strengths, opportunities and threats transport system Shahrekord, identified, and then use the matrix of evaluation criteria and internal and external factors, the city transit system known position, and accordingly a combination strategies to improve the situation suggested. Finally, using quantitative strategic planning matrix (QSPM), to prioritize proposed strategies, are discussed.

In recent decade, tourism especially in rural area has important role in economic diversification and natural and historical- cultural heritage preservation. The available historical- cultural heritage importance in rural area as a civilization heritage has a special situation and it causes to attract many of tourists to these kind of potential destination. So, take advantages of these potential destination needs to design appropriate strategies and specific areas of the tourism planners and managers. Therefore, this study has aimed to develop strategy for the sustainable development of rural tourism and in this case study tried to answer the fundamental question that what is the appropriate strategy for sustainable tourism development in rural area where has historical -cultural potential? Accordingly, the present study by using of descriptive- analytic and survey methodology and SWOT technique, QSPM assessment matrix, has presented the appropriate strategies in three dimensions of rural community as participators, tourists and administrators in seven historical-cultural rural area. For data analyzing and presenting appropriate and comprehensive strategy for rural tourism development, had been use of SWOC analytic method. According to the obtained results from the sample communities, the defensive strategy had been selected as a central strategy for rural tourism development in case study of rural area.

This paper considers the distance between the present situation (present management of Mashhad) and optimum situation (urban strategic management) as a fundamental concern, and then conveys the theoretical basis related to strategy paradigm and strategic management. It, with the help of SWOT[1] model, identifies weakens, strengths, opportunities, and threats existed in metropolis Mashhad for strategic management of this city. It suggests suitable management for stable management in this city. Priority is one of topics is followed. The method of this paper is descriptive and analytical so that the required information (weakens, strengths, opportunities, and threats) is gathered by urban experts (21 experts) and citizens (384 citizens). In the process of analysis of strategic management of Mashhad metropolis, we used internal factor evaluation matrix (IFE)[2], External factor evaluation matrix (EFE)[3], Internal-External matrix (IE)[4] and Quantitative strategic planning matrix (QSPM)[5]. The findings show that the strategic management in Mashhad metropolis doesn't have a suitable place. If urban management wants to start its move toward an urban strategic management, it should prefer the strategies of defending group (Weakness& Threat (WT)[6] based on the decrease of weak points and the avoid of threats. They are as follows:
1- Solving problems and daily urban crises
2- Increase of synergy urban management
3- Keep the stability of urban systems instead of its evolution
