In beginning of third millennium era, cities because of population growth and urbanization have been faced by increasing challenges such as urban poverty, lack of infrastructures, informal settlements, growth of pollutions, reduction of life quality, and finally growth of unsustainability. In this situation, finding new and less- cost solutions are more necessary for attaining sustainability. Therefore, this research reasons that smart- making, by having indicators of smart governance, smart environment, smart economy, smart mobility, smart living, and smart people, is effective approach for attaining sustainability (in economic, social, environmental and physical dimensions). Research method is correlation method, namely there is a logical relationship between smart- making and urban sustainability. Data gathering has been done using library and survey methods (by questionnaire, observation and interview tools). Information has been analyzed using descriptive and deductive tests (includes of multinomial Regression, Pearson correlation, One sample T-test, ANOVA Varian's, and Beta Coefficient). Case study is neighborhoods of zone 6 Tehran city, which are 18 neighborhoods according to municipality dividing's. Indicators reliability has been done using Cronbach's alpha, and their validity has been done using Face validity. Results show that there is a direct relationship between smart- making and sustainability that sustainability of nighbourhoods increases by growth of smart- making. Nighbourhoods of Arzhantin- Saei and Daneshgahe Tehran that have the most smart- making scale, simultaneous have the highest sustainability level, and Nighbourhoods of Ghezel Ghale, Gandi and Abbas Abad that have the least smart- making scale, simultaneous have the lowest sustainability level.

Artificial neural networks as a nonlinear techniques in climate and hydrology studies are important to have. Climate change and the global warming of the climate phenomenon known as persistence of drought followed Number of dry days. In this study, the data of daily rainfall during the period (1976-2008) and artificial neural network in MATLAB software is used to predict the number of dry days Tehran station. Feed-forward type of network used by the algorithm reduces the gradient and Levenberg Marquardt is in the process of teaching and learning. Various structures in the input and hidden layers were tested during the training phase. Finally, a network with 4 inputs and 5 neurons in the hidden layer and 1 neuron in the output layer to best structure (4-5-1) with the highest correlation to predict the optimal answer. The results showed that the aforementioned stations, dry days predicted by the network during the period under review increased compared with that by calculating the probability of dry days during the period (2018-2009) using a Markov chain, the above been approved. The correlation coefficient values predicted dry days without a genetic algorithm combined with 86 percent .After teaching network as genetic algorithm combined with 88 percent that able providing algorithm combined to network result passable showing

The urban sustainable development is economic efficiency, social justice and environmental preservation so one of the its important conditions is utilization from urban land, otherwise cities suffer from urban sprawl. So far, several models are presented for understanding the form of city and its dispersion measure. This research attempts to analyze urban spraw lof Tehran by different models such as urban density, the quartile distribution, temperature distribution, balance, concentration and temperature Holdrn model in different decades, and then considers the impact of government programs for different factors of urban sprawl. Reslts showed that with the lack of efficient management of land and illegal discrimination in Tehran there is urban sprael. Therefore, according to the principles of sustainable urban development Tehran can push toward sustainability. But, policies can control further spread of this phenomenon in Tehran and in all cities of the country.

The city as part of a hierarchy of spatial systems and divisions of political-geographical in each country based on various criteria such as type of governance, management, knowledgement, social interest and public participation in decision-making system is formed. Since each element can be defined within functional features, so according to different roles that is defined in the subsystems of urban systems, can be identified by a variety of constituting components of the system. According to the role of urban management as system of control and guidance of urban in metropolises, can be named the elements mentioned under the management of municipal areas as elements of urban systems. On the other hand, the extent and distribution of metropolises are needed to balance in the volume of operations with it. The purpose of this research is spatial priority of integrated urban management system in districts of Tehran to solve the problems of urban management. Method of research is descriptive-analytic. To achieve the goal of research is used multi-criteria decision making models such as AHP and VIKOR for ranking of districts of Tehran. Results of the research show that among the urban districts of Tehran, district 6 is one of the most problem areas. Subsequently, is located the regions of 2 and 14. Also The results show that regions 8, 16 and 22 have fewer problems than other areas. Finally, spatial analysis for prioritizing of integrated urban management system in study area has been studied and suggestions are presented.

QOL is a multidimensional concept that has an important effect on residents living within a residence and the most important effect is residential satisfaction. Therefore in the planning for these contexts, identifying the criteria affecting the satisfaction of residents and how effective each of these criteria is a key priority. The aim of this study is to identify this issue.
Methods In this thesis, according to the research problem, is causal correlation. Technique used in this study is Hierarchical Multiple Regression (HMR). Criteria will be selected based on objective related to study quality of life in the residence environment with reviewed other studies and criteria models. Method of organization of Criteria in this study is up and down and for each macro criterion, sub criteria are brought, these criteria are pattern of questions. In the Criteria analysis stage, the last category criteria are used to calculate the regression and correlation between criteria is taken into account to rate their influence on each other.

Housing sector has been the emergence of several problems that have frequently been imposed on other sectors of society, and caused the imbalance which has provided. One of the issues consistently raised in the housing sector and with non- regular sequence is repeated, Spiraling house prices have been raising tide that has brought to their numerous problems. Several factors seem to increase housing prices and excessive wave formation and its role is increasing. The consultative research in this subject that has been done to the descriptive analysis. The use of descriptive studies and professor of library research required information is collected; the analytical part of the main factors determining the effects and consequences of the excessive increase in housing prices, Survey and statistical analysis was performed. Results from statistical analysis of survey data, The opinions of elites and experts were used for housing, Has shown that the components of social variables (Social) to explain the effect of social factors-cultural, with a correlation coefficient (0.84) the greatest impact on increasing housing prices in the study area is irregular. The physical variables-physical and administrative, respectively, with correlation coefficients (0.66 & 0.61) in the second semester has been. On the contrary, the component of economic variables (Economic) from the perspective of housing expert’s minimal impact on housing prices in metropolitan Tehran has been. Thus, despite these variables with correlation coefficient (0.45) is still dedicated to its role , the effect is not seen as a weak , irregular and increased housing prices , along with other factors have played.

Abstract
In this study the data relating to the maximum daily temperatures of Tehran Mehrabad synoptic station during the statistical period of 1951-2010 (60 years) have been analyzed. The regression models along with Mann-Kendal statistic were employed for detecting the significance of trend in temperature series.
Considering the long-term average high extreme temperatures and compared with the average six decades in the statistical series revealed those three decades of temperature 50, 80 and 90 are below the 60 years long-term average and instead of three decades of 60, 70 and the first decade of the 21st century, temperature changes are higher than from long term average.
In this regard the decade 80 is the coldest and the first decade of the 21st century, according to the minimum and the higher range of 60 and 70 decades are the warmest decades of Tehran Mehrabad station. Overall results of this study revealed the existence of seasonal fluctuations in the high extreme temperatures series of Tehran which do not have significant trend. Trend of high extreme temperature changes of Tehran was positive, meaning the increasing the intensity of summer warming.
The results of high extreme temperatures forecasting indicated that the high extreme temperatures in Tehran in years 2018 will lift up to the 43.25 degree of centigrade. The results of goodness to fit test proved that the Halt-Winters model is the appropriate model to forecasting of future high extreme temperatures of Tehran
