Population growth and urbanization have reduced the per capita access to many social and economic facilities and its consequences have been manifested in a decrease in the quality of life in various urban areas.Tabriz metropolis, like most major cities in the country, is the bedrock of spatial inefficiency in the regions to benefit from public urban services, especially educational services. The need to pay attention to educational use as the most basic urban public services is very important due to the youth of our country. This research has analyzed the distribution of educational centers in Tabriz, especially girls' schools in the first and second secondary school, from the point of view of spatial justice. The research method is descriptive-analytical. In order to achieve the research objectives, GIS software has been used to determine the operating radius of these units and the per capita of these units has been calculated and compared with the standard per capita and the amount of shortage or surplus of these services has been determined. In order to rank these schools, indicators have been determined and these indicators have been weighed using the Topsis technique. Finally, the schools have been ranked from excellent to very poor in terms of the desired indicators and have shown their distribution in the city of Tabriz Has been. The result is that the largest number of schools are ranked as poor schools and only 7 schools are excellent according to the desired indicators, which are located in areas 1 and 3.The urban management of Tabriz metropolis needs to pay attention to areas deprived of the educational services index.

Ecosystem services include a wide range of direct or indirect services related to human well-being, which are obtained through biophysical processes, but their production, distribution and reproduction are influenced by the management of urban social and ecological systems. The whole effort of this research is to identify and categorize the integration obstacles of ecosystem services in urban planning. The method of this article is a meta-study, which examines the structure and content of selected studies in four analytical sections: meta-data, meta-method, meta-theory and meta- synthesis. The statistical population of this study includes 47 scientific-research articles in the period of 2010-2022. In the findings section, obstacles were classified into 31 categories, 9 combined categories and 3 themes (Structural, economic and epistemic). Lack of standard methods, weak participation of stakeholders, lack of awareness and ecological knowledge, thematic gap, lack of data and lack of budget and financial resources are the most important obstacles and challenges of this integration.

Skyline can be an effective component in explaining the spatial and qualitative features of the urban landscape. Ignoring this important category, as well as not observing the proportion between the height of the wall and the width of the street, leads to the creation of an abnormal appearance and in some cases, excessive confinement in city streets. It is obvious that the streets do not only have a physical dimension, but also represent life and dynamics in communities and cities. Therefore, skyline can be an effective component in improving the quality of the urban landscape. In this research, the library studies methods and field surveying have been used. ArcScene was used for height simulation and evaluation of the appropriate as well as the required analysis (skyline, skyline graph, etc.). The selected areas in the city were from the new fabric (less than 20 years old), middle fabric (about 50 years old) and old fabric (more than 50 years old). The results obtained from the skyline graph analysis show that the skyline pattern of South Shariati Street (old fabric) with an average of 74.06% has better view of the horizon than Imam Khomeini street with an average of 63.5% and Takhti street with an average of 55.66%. Also, this research explains the reason for the relatively irregular skyline caused by high density sale in Tabriz metropolis, the method of densification and height zoning of that area. The results of 3D analysis show the existence of a direct relationship between the heights of building. In this way, the more proportional the height of the buildings, the more open the space will be, and the wider the passage, the wider the radius of the skyline graph will be.

Introduction
The cities are considered as the centers of social, economic and space development, and the most appropriate places for the occurrence of problems. therefore, the main manifestations of development are negative and positive, mainly in cities and one of the tasks of modern societies is the creation of cities and sustainable localities in economic, environment, and special space - physical. The innovation of the present study is the use of all development indicators simultaneously to identify and verify the current situation, which has not been done in any study for the city of Gorgan. the aim of this study is to measure and analyze the level of physical, economic, biological, social and security of urban localities. the present study is applicable in terms of purpose, and its method is descriptive analytical. The statistical population of the study includes all people living in zone 3 of Gorgan city. In the present study, Cochran's formula was used to calculate the sample size and the sample size was estimated to be 384 people. to determine the sample size, the appropriate attribution method was used. the research results show that the new Gorgan neighborhood is located in the best stable condition, after which the neighborhood of Khayyam is located and the neighborhoods of Jangal School, Mikcheh Garan neighborhood, Sarpir and Dabaghan neighborhoods, Kianshahr alley, Javadieh alley, Hafez alley, Buyeh neighborhood are in the next ranks in terms of local sustainability. In addition, there is a lot of inequality in the level of stability of a neighborhood in Gorgan. The results of this research can be used for Gorgan Municipality and the City Council and the Road and Urban Development Administration to intervene to recreate and provide more appropriate services to citizens.
Gorgan, like many large cities in the country, faces many problems, including development instability, and this issue reaches its highest level in some neighborhoods. Although neighborhoods are the core of urban life, they have no place in the formal spatial planning system. This has led to an intensification of development instability in them. In the face of the problematic growth of cities, different planning approaches are looking for realistic solutions for urban development, one of the most important approaches is the approach of sustainable development in neighborhoods and urban contexts. While to achieve the stability of society, more attention should be paid to the lower levels. This inconsistent understanding of urban sustainability leads to the lack of an integrated solution and coordinated measures to address such a complex issue, thus necessitating a comprehensive understanding of urban sustainability.
Methodology
This research is considered as a descriptive-analytical method and in terms of how to collect the required information and data, it is considered as a field and survey research. The present study was applied in terms of purpose. This research has been done in two parts: documentary and field studies. The technique of studying documents, which is based on taking notes from books and written works, has been used to be aware of the opinions of experts in the field of concepts and theoretical issues related to the field of research. The statistical population of the study includes the residents of the neighborhoods of District 3 of Gorgan (114348) which has an area of 1,523 hectares. Among them, 384 individuals were selected by convenience sampling
Results and Discussion
The stability of neighborhoods in the region of three cities of Gorgan is unbalanced. Out of nine neighborhoods, three neighborhoods (Sarpir and Dabaghan neighborhoods, Khayyam alley and Jangal school) studied with the development sustainability index with 95% probability had a significant level higher than (0.05) and their performance in creating sustainability was not accepted. In general, according to the average results, it can be said that the region of three cities of Gorgan is low in terms of the level of neighborhood stability, and therefore the attention of managers and city officials, especially Gorgan Municipality in this regard is necessary to take measures to Increase the sustainability of the neighborhood. In fact, the more development develops in an area, the more sustainable the level of human settlements or neighborhoods.
Conclusion
According to the results, the averages of physical, environmental, economic, social and security dimensions are less than average (3), so the components and sustainability dimensions of Gorgan neighborhoods are in a lower than average condition. The results showed that there is a significant difference in stability between residential areas of Gorgan in residential contexts. So that the average stability of the new Gorgan neighborhood is in the best condition compared to other neighborhoods. Khayyam alley neighborhood. The neighborhoods of Jangal School, Mikcheh Garan, Sar Pir and Dabaghan neighborhoods, Kianshahr alley, Javadieh alley, Buyeh neighborhood are in the next ranks in terms of sustainability.

One of the important issues in solving urban problems such as traffic is lack of recognition or evaluation of management solutions in this field. It's clear that through identifying & evaluating various solutions in this field, not only problem solving can be accelerated, but also waste of management costs can be reduced. So, the purpose of the study is identifying & evaluating management & planning solutions in controlling urban traffic in Tabriz metropolis. Kind of research in terms of nature is analytic – comparative, and in terms of goal is practical. Data gathering and its related information is done by library & field methods. In field studies, we have been used Delphi method (using expert's viewpoints) and after final approval of guidelines, the required information has been collected throng providing questionnaire. Data analysis is done by one sample T – test, K – s, Variance analysis and regression (in Spss software). Results from one sample T – test show that the Average amount of studied solutions in order to control traffic is generally higher than the average rate (3.95). Results from regression test also show that people participation approach with beta of 0.360 and smart transportation systems with beta of 0.329 have the most significant effect on traffic control in Tabriz and infrastructure solutions and plans and urban projects with Beta coefficient of 0.160 have had less impact on traffic control of Tabriz.

Following the emigrant increasing and city population growth in the world especially in developing countries, the land use has special importance. Because by dedicating the land to essential uses, we can assure the major purposes in urban planning like: health, beauty, welfare, etc. In this research, we have tried to analyze and study the land use of Kazeroon city as the view point of quality and quantity, localizing and compatibility and concord then with popular standard per capita in urban plans.
The research method in current study is descriptive-analytical. Information needed for this research was obtained through field research, library research, interviews, map 1/2000 and map 1/25000 Kazeooun city. The data analysis was done by using AHP models and index overlaps in GIS medium. The results of this study show that only four cases of these uses have per capita higher than standard level. But other uses have special shortages and among them, transportation and warehouse and green land uses have some problems from the view point of quality like: spatial distribution, desirability, compatibility etc. with, regard to per capita shortage in existing condition (1385) and also population prediction for time horizon of 1400, the essential area for each uses in existing condition and in year 1400 have been evaluated and the suitable limits to make new uses presented.

Although population growth is the primary cause of urban sprawl, however sprawl has unreasonable adverse effects on natural and cultural environment which affects communities. Great efforts to overcome the negative effects of urban development has grown whose main strategy of "smart growth" as one of the strategies to combat "sprawl" and smart growth, urban development, in fact is an alternative to sprawl. The increasing pattern of development is one of the tools of smart growth and the realization of sustainable development is the obvious example. Shortage of land, natural and artificial barriers to horizontal expansion of cities, the locating of city on risky zones and faults, high costs of creating infrastructure services and utilities, as well as, some considerations related to environmental sustainability, development and originality of the old urban texture, reducing waste and energy investment, suitable transport network, all have led to the development pattern and the increasing investment in the urban context. By the horizontal spread and development of the city, sometimes the natural constraints face cost increases in utilities. If we add the number of aged residents tissue to the above number, probably about half of the population is poor under rough living conditions. Due to the increasing development and improvement of old tissue and the encouragement of low-density settlement in downtown areas, such problems could be solved. In this study to evaluate the potential synergies, the historical-cultural city of for has been selected and detailed design of the data is used Tabriz 6th district master plan. In order to evaluate the potential synergies have been determined between its model and them. Finally, with regard to the status quo and the outgoing model, this result was obtained that the increased development and changes in the texture of the surface will promote stability in the city and provide an appropriate physical structure.
