Abstract Management of towns as wide organizations through local communities can be interpreted as a means of both mutual interactions and the effect of physical structure on individuals. In order to achieve sustainable urban development which is based on consultative management of developmental plans, an appropriate capacity needs to be built. Capacity building in urban neighborhoods can be conducted through understanding citizens' abilities and engaging them in urban plans. The communication between the citizens and urban governors plays the most important role in sustainable formation of urban neighborhoods, management of optimal quality of life, conditions of residential neighborhoods, and sustainable urban development. The aim of the present study was to investigate the effect of consultative management performance on physical sustainability of urban neighborhoods. Survey method was utilized to collect data. In so doing, a "structured questionnaire" that was designed based on internal and external sustainability indicators was applied. The target population included four main neighborhoods of Piranshahr. A sample of 382 individuals was selected through Cochrans' model. Statistical tests were conducted to check the sustainability of every single indicator. Then, the urban neighborhoods were ranked based on Vikor model. Finally, the results showed that the target indicators had a significant effect on the sustainability increase of the urban neighborhoods such that the people's participation affected neighborhoods sustainability in the town. Finally, based on Vikor model the results showed that neighborhood 2 with a sustainability rate of Q=0.55 had more favorable conditions compared to the other neighborhoods.

Environmental protection in rural areas is of the necessities in rural development. One of the important issues in rural areas is to find the appropriate landfill site. In this article, in order to assess the proper places for landfill in Lighvan village, corresponding geomorphological factors are provided and analyzed. In evaluating landfill site, GIS software and network analysis process modeling (ANP) are used. Five human-economic key factors of topographicalmorphology, climate-hydrology, soil-vegetation and geology are considered. These factors produce 12 layers of land use, distance from residential areas, and distance from the lines of communication, distance from fault, distance from the river, slope, elevation classes, and direction of slope, climate, soil, vegetation and the lithology. The appropriate landfill site is identified by using the layers and models in Arc Map. Results show that proper places allocate 23.87 and improper places allocate 21.13 percentage of the desired area. By zoning plan, appropriate places in the entire Lighvan village are introduced which can be used in future planning.

Abstract In this research, by using 10 natural criteria and AHP model, Tabriz district was studied from natural environment perspective to identify the optimal location for construction of Maskan- Mehr and compare the current Mehr housing location. The method of this study is descriptive-analytical and the data were collected by documentary and field study methods. According to the proper zones identified for localization of Mehr housing in Tabriz district and since all zones were not optimal and lacked capability of planning, so by using TOPSIS, SAW and MORIS, the optimal zones were prioritized from implementation perspective. Also, the analysis of sensitivity of the identified zones was investigated based on 10 localization criteria. The results show that there are seven proper zones 10 km of Tabriz that have the best conditions for localization of the Mehr housing according to studied criteria. Also, ranking models show that the first zone is near to Tabriz- Maragheh road. The results show that Mehr housing in Tabriz that selected based on the economic conditions and land ownership issue could be localized in a proper environmental conditions near to Tabriz to consider environmental and natural disasters in addition to economic support of the owners of these dwellings.

Increase in urban population changes agricultural lands to residential, commercial and industrial uses. These changes have unfavorable consequences including loss of vegetation cover on the urban environment. Ambient temperature and high-quality agricultural lands have been destroyed. In In this regard one of the strategies that optimizes the physical fabric of urban and reduces environmental damage is the use of modern techniques of remote sensing which plays an effective role in the management and the improvement of urban land use. This paper aimed to evaluate and optimize physical growth of Urmia to maintain vegetation and agricultural lands developed. Therefore, changes in land use Urmia, between 1985 and 2011 were calculated. Reviews indicate a sharp decline in agricultural lands and orchards in the area. So as using AHP descriptive model we found that in order to satisfy the requirements of urban development five categories should be considered: From very suitable to very poor groups. The results showed that over 21.5ha of the area, (i.e. 5.08%) have suitable conditions for the intended purpose.

Insufficient garbage hygienic burial is a sign of lack of planning and economic efficiency and a warning to environmental issues. By rapid development of urban area, place of garbage burial is considered insufficient and it affects directly the expenditure in remote and small regions. Thus by this approach the present paper aims to localize the urban garbage burial in Marageh in mathematical situation of east 46 ̊07́ 46˝-46 ̊ 43́ 33˝ and north 37 ̊00́ 52˝-37 ̊44́ 35˝. With high population, this city lacks healthy center for urban garbage disposal and this causes environmental problems. By using AHP and satellite images, field operations and sampling from case study area, different variables were evaluated in order to choose the best location for urban garbage lanfill. A map was prepared with raster format in GIS for each variable layer. All criteria were compared in pair and finally the map of suitable locations for urban garbage landfill were proposed. The results of analysis were categorized in five classified from significant to very weak, so that the region with 2972 ha of area as 1.36 percent of Marageh city is covered as the best location for hygienic disposal. Finally the field operations performed and the map was drawn in GIS showing that the favorable region liesnear the village Aghcheh Kohl, whose distance is 15 km from the city of Maragha and research priorities.

Considering the importance of healthy the city land uses, this paper aims to assess the situation indicators and per capita city of Bbol to the quality healthy city land. The purpose of this paper is to identify the strengths, weaknesses, opportunities and threats to their land of Bbol and compliance with of healthy per capita. This is an applied research and research methods are descriptive, analytical and comparative survey. It also identifies the strengths, weaknesses, opportunities and threats of Bbol for strategic analysis. Results obtained show that the land use per capita in Bbol is much lower and there are many deficiencies in the land of Bbol per capita. Except for residential land use, the rate applicable for the land use per capita is, less than twenty-eight percent. Some users are in a critical situation, such as in the use of facilities and equipment, utilities, health care, green space and parks, and cultural and sport land uses. In terms of the balance and harmony in the land uses, there is no balance between them. Location of land use particularly user green space and sports are not done right. Babol residents have good access to land uses.

Urban sprawl and land use changes are one of the fundamental challenges facing urban planning in recent years. Therefore, modeling these changes is considered as an important tool by planners, economists, ecologists and environmentalists. This paper is an attempt to apply the Land Transformation Model (LTM) for urban land use changes in Tabriz based on artificial neural network and a geographical information system for the in prediction of Tabriz future development. Methodology in this paper is descriptive-analytic and the data are produced from satellite images, urban land use maps and approved plans for Tabriz. For preparation of data and analysis, ERDAS imaging and ArcGIS software, and for training test, simulation and the probable prediction map, LTM software are used. Results in training process, from 1989 to 2005 shows that 21469 cells (50*50 m) were expanded in 16 years period which is according to the real developed area in the same period and this result shows optimum training network. For prediction of probability map, we used Tabriz population and land use per capita was estimated in regional plan of Tabriz, and results illustrate 22484 cells changing until 2021 for future development. The results of the model, have predicted the most developed areas in the northwestern, east and south-east aspects and continuing this process would destroy green spaces, agricultural lands surrounding the city and threaten the environment. Thus, with this expansion, 8437 ha of green spaces and periphery areas will go on the built area. Continued sprawl development not only will destroy urban environment in periphery areas, but it also will disrupt spaces in Tabriz and there by will increase urban development costs such as infrastructure services.

This paper surveys the compatibility of detached and apartment complexes pattern in Sahand new town. This cross-sectional research was done in 2009-2010 period. Type of sampling used in this research was simple random sampling, 124 people of residents were participated into this study. After collecting needed information, questionnaires were coded. All of gathered information for this study was analyzed by SPSS19.The results indicated that there is a difference between these variables-job (p=0.003), period of habitation (p=0.000), dimensions of accommodation (p=0.003) and satisfaction of residential flat- and precedence of detached and apartment complexes pattern (Mann-Whitney U=1406.5, p=0.024).The precedence difference between the quality of detached and apartment complexes pattern was meaningful statistically. Also the average precedence of apartment complexes was more than detached ones (15.804±87.516 to 604±90.216). Even though there wasn’t any statistical difference between precedence of first aim-physical and spatial organization-in both patterns, there was meaningful difference between precedence of second aim-Plant and Equipment-in both patterns and also difference between precedence of third aim-traffic and accessibility (p=0.049) (p=0.03). So, if the main objectives are real understanding of life and considering the dweller’s favorites and needs, the programmer should pay more attention to development pattern of common apartments. In addition, to develop detached complexes we should consider management, control, plant, equipment, traffic and access.

Library is a very significant center for transferring information and it has an important role in improving peoples’ knowledge and awareness. However, due to some external and internal factor some libraries have a lot of applicants while some have few ones. One of the most important and useful external factors on the number of the applicants in the public libraries is the location and geographical distribution of them in the city texture. Accordingly this article is going to analyze the spatial distribution of public library in Yazd by using software like GIS, Excel, SPSS and descriptive-analytic methods Entropy and Gini index are used for evaluating balanced distribution, Moran and Gary index used for public libraries’ scattering and general G index used for their kinds of concentration based on techniques related to spatial auto-correlation. “The nearest neighborhood” method is used for determining the kind of public libraries’ distribution and numerical Taxonomy method used for investigating the number of different areas in the city which have this service. Necessary data such as libraries’ maps, eight-side district of Yazd and related information are gathered by library method. The results show that there are some imbalances and disparity in the distribution of libraries’ in Yazd. Also, their distribution and concentration model is random or scattered with low concentration (cold spot) which expresses the fact that areas with less availability are located close to each other. In addition, different areas do not have the same facilities in their public libraries and 3-2 district has the most facilities while 1-3 districts have the least ones.

The urban sustainable development is economic efficiency, social justice and environmental preservation so one of the its important conditions is utilization from urban land, otherwise cities suffer from urban sprawl. So far, several models are presented for understanding the form of city and its dispersion measure. This research attempts to analyze urban spraw lof Tehran by different models such as urban density, the quartile distribution, temperature distribution, balance, concentration and temperature Holdrn model in different decades, and then considers the impact of government programs for different factors of urban sprawl. Reslts showed that with the lack of efficient management of land and illegal discrimination in Tehran there is urban sprael. Therefore, according to the principles of sustainable urban development Tehran can push toward sustainability. But, policies can control further spread of this phenomenon in Tehran and in all cities of the country.

Urban population growth causes serious consequences for the environment. Here is where creating macro green space as the most important balancing factor becomes a necessity. Therefore, an undeniable need in urbanization and future development of urban space is identifying the site of green space and urban parks. Land suitability analysis is a process identifying an appropriate site in a certain area for certain land use. In the present research, land suitability analysis is used to examine the suitability of regional parks in Jiroft City. Hence, first the current situation of urban green space is examined on the basis of spatial of factors (slope, distance from water source) and situational factors (distance from historical buildings, distance from river, distance from downtown, price) and then regional park of suitability is analyzed by using GIS. Suitable green spaces are presented and finally sites for constructing new green spaces are identified. The results of this research showed that the regional parks of Jiroft City are situated in appropriate site and the allocated lands for constructing new regional parks need revision
