Citizen participation in urban planning: A Democratic model for the future.(case study: historical texture of gorgan city)

Abstract

Citizen participation , as an effective tool in urban planning , helps to create a sense of belonging and responsibility among residents . this process not only leads to transparency and democratization of decision –making , but also improves the quality of urban plans according to the real needs and desires of the people. On the other hand, active citizen participation can lead to identifying problems and providing solution, this approach also helps to strengthen social solidarity and increase trust in government institutions . the purpose of this research is to create reform solutions in plans, rules, and regulations to increase citizen participation . the innovation of the present article is in the realistic examination of the issue of participation and democratic planning in the structure of iranian cities. The research method in the present study is mixed ( qualitative and quantitative )with an applied purpose and an analytical and exploratory nature. For thiss purpose , first , the issue of public participation has been explained through documentary studies, which in the first part refers to the analysis of data obtained from interviews and surveys , and in the second part, a questonnaire has been used to measure public participation .which has twenty questions and two components of participation resulting from a favorable organizational climate and spontaneous partocipation . which has been presented for data analysis using spss and among software and based on the participation of 384 people for the two regions for gorgan.The results show that the number of repeated themes for facilitating access to plans is the highest 48 thems , this is followed by strengthening the role of civil society organizations in the decision –making process with 31themes, ensuring the rights of citizens to participate in decision –making with 31 themes,
