Optimal Routing for Emergency Evacuation (Case Study: Region One of Tabriz Municipality)

Abstract

One of the most critical issues encountered during and after an earthquake is optimal routing for emergency evacuation, which is among the initial steps in crisis management and must be executed as swiftly as possible; otherwise, it could lead to an increased mortality rate. Accordingly, the main objective of this paper is to establish optimal routing for emergency evacuation during a destructive earthquake. To achieve this, the influential factors in the vulnerability of the study area were initially identified. In the next stage, the Analytic Hierarchy Process (AHP) was used to assign weights to these factors, and a vulnerability map was then prepared. Following this, the accessibility of District 1 to safe locations, such as medical centers, parks, green spaces, and barren lands, was assessed using QGIS software. Overall, the results indicated that District 1 of Tabriz, due to its location on the active Tabriz fault, is at high risk during earthquakes. The findings also showed that the northwest parts of District 1 are more vulnerable to earthquakes compared to other sections of the district. Subsequently, using the genetic algorithm, an optimal route to a safe location was identified, taking into account factors such as the shortest path and criteria like road width and population density. For this purpose, the starting and ending points representing areas with the highest and lowest vulnerability, respectively were identified. Based on these points, the optimal route, which largely follows Tavanir Highway, was determined.

یکی از مهم‌ترین مسایلی که به هنگام زلزله و بعد از زلزله با آن مواجه هستیم، بحث مسیر‌یابی جهت تخلیه اضطراری می‌‌‌باشد که از نخستین مراحل مدیریت بحران می‌‌‌باشد که باید در کمترین زمان ممکن انجام شود، در غیر این صورت باعث افزایش نرخ مرگ‌ومیر خواهد شد. بر همین اساس هدف اصلی مقاله حاضر، مسیریابی بهینه برای تخلیه اضطراری به هنگام زلزله مخرب است. برای این منظور ابتدا شاخص‌های تأثیرگذار در آسیب‌پذیری منطقه مورد مطالعه شناسایی شدند. در مرحله بعد، با بهره‌گیری از مدل فرآیند تحلیل سلسله‌مراتبی شاخص‌ها وزن‌دهی شده و در نهایت نقشه آسیب‌پذیری تهیه شد. سپس با استفاده از محیط نرم‌افزار QGIS میزان دسترسی منطقه یک به مراکز درمانی، پارک و فضای سبز و مناطق بایر به عنوان مکان‌های امن مورد بررسی قرار گرفت. به ‌طور کلی نتایج بیانگر این بود که منطقه یک تبریز با توجه به ‌قرارگیری بر روی گسل فعال تبریز در معرض خطر شدید در مواقع وقوع زلزله قرار دارد. نتایج نشان داد که بخش‌های شمال غربی منطقه یک نسبت به سایر بخش‌های این منطقه از آسیب‌پذیری بیشتری در برابر زلزله برخوردار می‌باشند. در ادامه مسیر بهینه با استفاده از الگوریتم ژنتیک برای رسیدن به نقطه امن با در نظر گرفتن کوتاه‌ترین مسیر و شاخص‌هایی نظیر عرض معابر، تراکم جمعیتی و ... شناسایی شد. برای این منظور نقطه ابتدا و انتها که به ترتیب دارای بیشترین میزان آسیب‌پذیری و کمترین میزان آسیب‌پذیری بودند شناسایی و سپس بر اساس این دو نقطه مسیر بهینه که بخش اعظم آن از بزرگراه توانیر گذر می‌کرد، شناسایی شد.
