Analyzing the Principles of Rural Good Governance in Spatial Plans and Policies of Khuzestan Province

Abstract

The present study analyzed the position of rural good governance based on the spatial planning and policy-making documents of Khuzestan province. To achieve its objective, regional documents relevant to the research topic in the province were analyzed through data mining, resulting in 340 variables grouped into eight main categories explaining the principles of rural good governance in the province. In line with the research questions, a panel of 35 experts from seven organizations in the Khuzestan province was assembled to respond to the questionnaire. To know the status of rural good governance categories in the province, the results of the final coefficients of the categories obtained from the average weights of a set of weighting methods of multi-criteria decision-making showed that the categories of legality, efficiency and effectiveness, justice and participation gained the largest share in rural good governance in Khuzestan province. To determine the level of rural good governance, the results of the methods of coefficients aggregation of FMCDM showed that Ahvaz, Dezful, and Behbahan counties had the best status, and the three counties of Ramshir, Haftgel, and Seydon got the lowest position among all the counties. Also, to analyze the relationships between the principles of rural good governance in the province, the results of the Kendall tau-b and Spearman correlation tests indicated that all the relationships between these principles were significant and positive, and the intensity of the correlation value was evaluated as strong. In this analysis, the highest correlation coefficients were identified in the communication circles between the three categories of transparency, legality, and efficiency and effectiveness, and the lowest coefficients compared to other circles were obtained in the relationships of consensus with some categories. This highlights the challenge of collective agreement and consensus in the realization of rural good governance in Khuzestan province.

حکمروایی خوب روستایی به عنوان یک چارچوب جامع برای کارآمدسازی نظام برنامه‌ریزی و سیاست‌گذاری فضایی، به‌واسطه تأکید بر نقش ویژه اصول اجماع‌گرایی، شفافیت‌طلبی، عدالت‌گستری، قانون‌مندی، کارایی و اثربخشی، مسئولیت‌پذیری، مشارکت‌محوری و پاسخ‌گویی، می‌تواند به عنوان یک الگوی موفق در تحقق اهداف توسعه پایدار روستایی عمل کند. این رویکرد، با ایجاد بسترهای مناسب برای تصمیم‌گیری‌های فضایی، اثرات بلندمدت مثبتی را برای بهبود معیشت روستاییان به ارمغان می‌آورد و پیشرفت کیفی مدیریت و سیاست‌گذاری فضایی را موجب می‌شود. مطالعه حاضر، تحلیل جایگاه حکمروایی خوب روستایی براساس اسناد برنامه‌ریزی و سیاست‌گذاری فضایی استان خوزستان پرداخت. این پژوهش به لحاظ روش‌شناسی، توصیفی و تحلیلی و از نظر گردآوری داده‌ها، به روش اسنادی و پیمایشی انجام پذیرفت. برای دستیابی به هدف، با داده‌کاوی اسناد منطقه‌ای مرتبط با موضوع تحقیق در استان، تعداد ۳۴۰ زیرمقوله در قالب هشت مقوله تبیین‌کننده اصول حکمروایی خوب روستایی منطقه استخراج شدند. به اقتضای محتوای سوالات، یک مجموعه ۳۵ نفره مرکب از کارشناسان هفت سازمان استان خوزستان جهت پاسخ‌گویی به پرسشنامه مدنظر قرار گرفت. برای شناخت وضعیت مقوله‌های حکمروایی خوب روستایی در استان، نتایج ضرایب نهایی مقوله‌ها حاصل از میانگین اوزان مجموعه‌ای از روش‌های وزن‌دهی تصمیم‌گیری چندشاخصه نشان داد که مقوله‌های قانون‌مندی، کارایی و اثربخشی، عدالت‌گستری و مشارکت‌محوری، بیش‌ترین سهم را در حکمروایی خوب روستایی استان خوزستان کسب کردند. برای تعیین سطح حکمروایی خوب روستایی، نتایج روش‌های تجمیع ضرایب مدل‌های تصمیم‌گیری چندشاخصه فازی نشان دادند که شهرستان‌های اهواز، دزفول و بهبهان بهترین وضعیت و نیز سه شهرستان رامشیر، هفتگل و صیدون پایین‌ترین جایگاه از بین کل شهرستان‌ها را به دست آوردند. همچنین، جهت تحلیل روابط بین اصول حکمروایی خوب روستایی در استان، نتایج حاصل از آزمون‌های همبستگی کندال‌ و اسپیرمن مشخص نمود که تمامی روابط بین این اصول، معنادار و از نوع مثبت بوده و نیز شدت ارزش همبستگی قوی ارزیابی گردید. در این تحلیل، بیش‌ترین ضرایب همبستگی در حلقه‌های ارتباطی بین سه مقوله شفافیت‌طلبی، قانون‌مندی و کارایی و اثربخشی شناسایی شد و پایین‌ترین ضرایب نسبت به سایر حلقه‌ها، در روابط اجماع‌گرایی با برخی مقوله‌ها به دست آمد. این امر، چالش توافق جمعی و وفاق‌گرایی پیش‌روی تحقق حکمروایی خوب روستایی در استان خوزستان را برجسته می‌کند.
