Abstract

Smart cities have emerged as a novel approach to improving urban quality of life, optimizing resource management and public services, and enhancing economic productivity. In this context, the integration of 5G technology and the Internet of Things (IoT) can play a pivotal role in accelerating digital transformation and developing smart infrastructure. This article evaluates and analyzes various criteria related to urban infrastructure and services, focusing on how these technologies can be utilized for the development of a smart city, with a particular emphasis on the city of Tabriz.

To collect data, a variety of methods were employed, including a review of diverse literature, surveys of citizens, field observations, and collaboration with local authorities. For this purpose, multi-criteria decision-making methods such as Shannon Entropy and ELECTRE were utilized. The research findings indicated that Zones 5 and 8 were identified as the best options, with a dominance score of 8, while Zones 1 and 7 showed no dominance and require improvements in infrastructure and services.

Furthermore, the integration of 5G and IoT technologies can contribute to enhancing the quality of urban services, reducing pollution, and increasing citizen satisfaction. The results obtained can serve as a foundation for planning and policymaking aimed at the development of a smart city in Tabriz, assisting decision-makers in identifying the strengths and weaknesses of urban infrastructure.

شهرهای هوشمند به عنوان راهکاری نوین برای بهبود کیفیت زندگی شهری، مدیریت بهینه منابع و خدمات عمومی، و ارتقای بهره‌وری اقتصادی مطرح شده‌اند. در این راستا،یکپارچگی فناوری‌های نسل پنجم (5G) و اینترنت اشیاء (IoT) می‌تواند نقش کلیدی در تسریع تحول دیجیتال و توسعه زیرساخت‌های هوشمند ایفا کند. مقاله حاضر با ارزیابی و تحلیل معیارهای مختلف مرتبط با زیرساخت‌ها و خدمات شهری به بررسی چگونگی استفاده از این فناوری‌ها برای توسعه شهر هوشمند با تمرکز بر شهر تبریز پرداخته است. برای جمع‌آوری داده‌ها، از روش‌های متنوعی استفاده شده است که شامل مطالعه منابع مختلف، نظرسنجی از خبرگان و شهروندان مطلع رشد هوشمند و مدیریت شهری هوشمند که می توانستند اطلاعات با ارزشی را در اختیار پژوهشگر قرار دهند و طراحی و توزیع پرسشنامه‌ای به منظور جمع‌آوری نظرات و تجربیات خبرگان و شهروندان در مورد زیرساخت‌ها و خدمات شهری و همکاری با نهادهای محلی: برقراری ارتباط با نهادهای دولتی و خصوصی مرتبط با مدیریت شهری و جمع‌آوری اطلاعات از آن‌ها )شرکت توزیع برق تبریز، سازمان آب و هوا شناسی،معاونت حمل و نقل و ترافیک شهرداری تبریز، سازمان مدیریت و مهندسی شبکه حمل و نقل شهرداری تبریز) وب سایت‌ها (aqicniirg,speetest.net,Itproportl, lot iran و سامانه آنلاین ucheck) می‌باشد. برای رتبه‌بندی گزینه‌ها (مناطق شهر تبریز) از روش‌های تصمیم‌گیری چندمعیاره آنتروپی شانون و الکتره استفاده شده است. نتایج تحقیق نشان داد که مناطق 5 و 8 با 8 چیرگی به عنوان بهترین گزینه‌ها شناسایی شدند، در حالی که مناطق 1 و 7 هیچ چیرگی نداشتند و نیاز به بهبود زیرساخت‌ها و خدمات دارند. نتایج به دست آمده می‌تواند به عنوان مبنایی برای برنامه‌ریزی و سیاست‌گذاری در راستای توسعه شهر هوشمند تبریز مورد استفاده قرار گیرد و به تصمیم‌گیرندگان در شناسایی نقاط قوت و ضعف زیرساخت‌های شهری یاری رساند.
