Identifying obstacles to attracting financial capital in creating small businesses (case study: Villages of Marivan county)

Abstract

This applied research aims to identify the key barriers to investment in the diverse capacities of rural areas in Marivan County and to contribute to the diversification of the local economy through capital attraction. Conducted in 2024 using a descriptive-analytical approach, the study collected data through documentary methods in the theoretical section and survey methods—including semi-structured interviews and questionnaires—in the empirical section. Initially, qualitative interviews were conducted to explore the challenges hindering investment and the establishment of small-scale businesses in the region. The identified barriers were then quantified and validated through a questionnaire distributed among 100 purposively selected individuals, including local experts, specialists, government officials, and small business owners in the rural areas of Marivan. Data analysis was carried out using factor analysis, spatial statistical tools, path analysis, and grounded theory techniques. The findings revealed three primary barriers: weaknesses in policy-making, planning, and security management (factor loading = 15.8; variance explained = 28.8%); inadequate legal frameworks, lack of supportive mechanisms, and limited financial capital (eigenvalue = 14.3; variance explained = 26%); and deficiencies in social and human capital (eigenvalue = 8.6; variance explained = 15.6%). Among these, poor policy-making, planning, and security management had the greatest impact on the effectiveness of investment initiatives. Furthermore, the rural districts of Sarshiv, Kowasi, and Golchidar were identified as areas with the highest investment risk

پژوهش کاربردی حاضر با هدف شناسایی موانع مؤثر بر سرمایه‌گذاری در توانمندی‌های متنوع روستاهای شهرستان مریوان و تلاش در جهت تنوع‌بخشی به اقتصاد این مناطق از طریق جذب سرمایه انجام گرفته است. این مطالعه در سال۱۴۰۳ و با رویکرد توصیفی– تحلیلی صورت پذیرفته است. داده‌های مورد نیاز در بخش نظری به روش اسنادی و در بخش میدانی از طریق پیمایش، مبتنی بر مصاحبه و توزیع پرسش‌نامه گردآوری شده‌اند. بر این مبنا؛ در ابتدا با انجام مصاحبه­هایی نیمه­ساختارمند، موانع و مشکلات پیش­روی جذب سرمایه‌ها در راستای تنوع‌بخشی و راه‌اندازی کسب و کارها در منطقه شناسایی و سپس، با توزیع پرسشنامه، جهت کمی­سازی و تعمیم این یافته‌ها در میان 100 نفر از آگاهان و متخصصان، مدیران و مسئولین و صاحبان کسب و کارهای خرد در منطقه مورد مطالعه (روستاهای شهرستان مریوان) که به روش هدفمند انتخاب شدند، موانع شناسایی شده به تایید رسیدند. تجزیه و تحلیل داده‌ها با استفاده آزمون تحلیل عاملی، ابزارهای آمار فضایی، تحلیل مسیر و تکنیک تئوری بنیادی انجام گرفته است، در نهایت؛ نتایج  نشان داد که سه عامل اصلی ضعف سیاستگذاری، برنامه­ریزی و مدیریت امنیتی با بار عاملی برابر 8/15 و تبیین 8/28 درصد واریانس­ها؛ ضعف قوانین و حمایت­ها و کمبود سرمایه‎های مالی با مقدار ویژه برابر 3/14 و تبیین 26 درصد واریانس­ها؛ و ضعف در سرمایه­های اجتماعی و انسانی با مقدار ویژه برابر 6/8 و تبیین 6/15 درصد واریانس­ها، مهمترین موانع و چالش­های پیش­روی جذب سرمایه و ورود سرمایه­گذاران جهت راه اندازی کسب و کارهای خرد و تنوع بخشی به اقتصاد منطقه می­باشند. همچنین، مانع ضعف سیاستگذاری، برنامه­ریزی و مدیریت امنیتی، بیشترین تاثیر را در نتیجه بخش بودن سرمایه­گذاری­ها در منطقه دارا بوده و در بین دهستانهای شهرستان مریوان، دهستانهای سرشیو، کوماسی و گلچیدر دارای بیشترین ریسک سرمایه‌‌گذاری هستند .با توجه به نتایج این پژوهش، توصیه سیاسی این است که سیاست‌گذاران و مدیران ارشد ملی و منطقه‌ای، با اولویت قرار دادن ارتقای مدیریت امنیتی، بازنگری در سیاست‌گذاری‌های توسعه روستایی و اصلاح قوانین حمایتی، زمینه را برای جذب سرمایه و راه‌اندازی کسب‌وکارهای خرد در روستاهای شهرستان مریوان فراهم نمایند. اتخاذ چنین رویکردی می‌تواند نقش مؤثری در کاهش ریسک سرمایه‌گذاری، افزایش اعتماد سرمایه‌گذاران و در نهایت، تنوع‌بخشی به اقتصاد روستایی منطقه ایفا کند.
