An analysis of the territory of the smart city and the assessment of the realization of the dimensions of smartness in Ardabil city

Abstract

the origin of human civilization, cities have faced complex challenges and problems that can only be solved through a principled and systematic approach. The smart city, which is built on the basis of information and communication technology, is one of the new concepts to deal with the current challenges of cities in the field of urban planning, and it has revealed a new form of life development in the world today. Building a smart city is a vital strategy to reduce the problems produced by urban population growth and rapid urbanization and to overcome environmental transformations and emerging climate changes.The purpose of the current research, which was carried out with a descriptive-analytical method, is to evaluate the 74 indicators of a smart city in Ardabil. In this regard, using the literature on the subject, 74 indicators in six dimensions of the smart city including smart people, smart economy, smart environment, smart life, smart government, and smart mobility were compiled and using questionnaire tools and information and statistics available in the yearbooks. It has been analyzed statistically and in the Python programming environment.

The results show the level of intelligence of this city on a large scale with a score of 0.32 out of one unit. Also, the examination of the situation of the six dimensions shows that the dimension of smart environment with a score of 0.48 of the unit has the highest score among other dimensions, while the smart economy has the lowest score with 0.17.

شهرها به عنوان خاستگاه تمدن بشری، با چالش‌ها و مشکلات پیچیده‌ای مواجه بوده که حل این مشکلات تنها از طریق یک رویکرد اصولی و سیستماتیک قابل حل است. شهر هوشمند که بر بستر فناوری اطلاعات و ارتباطات بنا شده، یکی از مفاهیم جدید جهت مقابله با چالش‌های کنونی شهرها در عرصه برنامه‌ریزی شهری می‌باشد و امروزه در جهان شکل جدیدی از توسعه زندگی را نمایان کرده است. ساخت یک شهر هوشمند به عنوان یک استراتژی حیاتی برای کاهش مشکلات تولید شده توسط رشد جمعیت شهری و شهرنشینی سریع و غلبه بر دگرگونی‌های محیطی و تغییرات اقلیمیِ درحال ظهور است. هدف پژوهش حاضر که با روش توصیفی-تحلیلی اجرا شده است، ارزیابی شاخص‌های 74گانه شهر هوشمند در شهر اردبیل می‌باشد. به عبارت دیگر، مساله اصلی در این مطالعه ارزیابی میزان هوشمندی شهر اردبیل براساس شاخص­های شهر هوشمند است. در این راستا با استفاده از ادبیات موضوع 74 شاخص در شش بعد شهر هوشمند شامل مردم هوشمند، اقتصاد هوشمند، محیط‌زیست هوشمند، زندگی هوشمند، دولت هوشمند و جابجایی هوشمند تدوین و با استفاده از ابزار پرسش‌نامه و اطلاعات و آمار موجود در سالنامه‌های آماری و در محیط برنامه‌نویسی پایتون مورد تجزیه و تحلیل قرار گرفته است. نتایج حاصل نشانگر میزان هوشمندی این شهر در مقیاس کلان با امتیاز 32/0 از یک واحد است. همچنین بررسی وضعیت ابعاد شش‌گانه نشان می‌دهد که بعد محیط‌زیست هوشمند با امتیاز 48/0 از واحد، بالاترین امتیاز را در میان سایر ابعاد به خود اختصاص داده است، این در حالی است که اقتصاد هوشمند با 17/0 از کمترین امتیاز برخوردار است.
