The concepts of quality of life and the quality of the environment is the action against the single dimension economic development at national level and physical development of urban scale. It merely is an effort to achieve quality standards in the urban board. Meanwhile the issue of quality in special residential areas such as deteriorated textures, due to the their large population and building density and their lack of organic relation with urban structure, has more importance and complicacy in comparison with other residential areas. Accordingly, trying to understand the concept of the quality of environment, indicators and affecting criteria on the amount of quality of these textures are identified. Indicators used in this research by looking at the subjective quality of the urban environment are the product of individual perception and satisfaction of citizens from their environment life. The study area is located in Abkouh in the Mashhad Metropolis region 1 Having the fact, this research is practical and its methodology is based on descriptive and analytical research method. For the measurement of the amount of environmental quality indicators of satisfaction, T test, to determine the significant relationship between individual variables and environmental quality indicators-Chi-square test and to determine the intensity and direction of the correlation between them Kendall Tau and Kramer test were used in the SPSS software. The results of research show that the rate of satisfaction of environmental quality indicators in the study area is on the lower level. It also was clear that the satisfaction of quality of environment has been taken the greatest impact of three variables including٫ education level and duration of residence in Abkouh

Informal settlements were formed as the shadow cities after the industrial revolution and the geographical redistribution of population in Europe. Informal settlements were slowly appeared after industrialization and modernization process as a main characteristic of almost many cities of developing countries. However, this phenomenon acted as an attenuating phenomenon in European countries and over the time and in the context of the location they were solved in the heart of the cities. Therefore, this phenomenon is now confined to the cities of the developing countries. Even the cities in developing countries like our country are also feature this phenomenon. Khoy middle city is not an exception of this rule. This research is classified as an explanatory analytical survey. Like most survey researches, this study focuses on a limited sample and the sampling method is the probable classification technique. In other words, all informal settlements in Khoy city are classified into four geographical categories amongst which four districts were randomly selected. The main purpose of this research was identifying the relationship between development and the increase of residents’ numbers in informal settlements and for this the hypothesis of study was that there was a significant relationship between urban and rural development and the increase of residents’ numbers in informal settlements in Khoy. The results indicated that in contrast to the expectations of many researches in this area, the number of residents in informal settlements would increase with increasing level of urban and rural development.

Making efforts to improve the quality of human being life and raising the conditions and standards of that, is one of the dimensions of planning, in our contemporary world. So that many of the most successful governments, evaluate the successful of their programs by people life improvement and increase in their welfare level. On the other hand, the social welfare programs will better achieve their expected goal, if the society have an acceptable level of knowledge according to this knowledge and wisdom are the bed stone of social welfare and development the overall level of knowledge and scientific wisdom of social in Iran is relatively low. This is too lower in rural social in compare with urban social and that shows the depth of wisdom s challenge among this portion of society. However as a result of low education level, knowing a little about personal, civic and social rights makes rural community too confuse to get to its willing. In turn, this matter will have a contrary effect on success of rural social planning organizations know, this question evil raise that: is there any meaning relation behaviors rural people legal knowledge and the social welfare? To knowing this, 200 questionnaires have been filled among rural habitat of Vashian country areas of Lorestan province and have shown that there is significant correlation between social welfare and the level of legal knowledge of rural people. In respect to this personal and civic right have had the largest shares in social welfare especially in housing quality, rural partnership and housing satisfaction.

Informal settlements are one of the main aspects of urbanization in Iran so that, such a phenomenon exists not only in big cities but also medium and small cities. Sabzevar is one of the most important cities of the country involved in this field due to the presence of about one eighth the populations residing in informal settlements; which is highly needed comprehensive approach. Hence this study is to seek to measure whether the enabling of local communities in East kal e eydgah - as the main core of the city’s informal settlements-physical improvements of this location is possible or not? The research methodology is analytical-descriptive. The method of data gathering is based on the combination of librarian, documentary and survey studies. Data gathering tool is a questionnaire. The method of sampling is simple random and sample size is 150 households. The Pearson correlation and linear regression through SPSS software has been used for the analysis the Results of findings. In this study, each of the dimensions of economic, social and institutional enabling including, meaning, competence, self-determination, influence and trust has been discussed as independent variables, and variable of willingness to participation in physical improvements is considered as the dependent variable. The results of findings show that there is a significant relationship between the levels of enabling of residents and their willingness to participation in physical-environmental improvements. R2 was determined for social enabling, 4 percent, economic enabling 2.9 percent and institutional enabling 4.4 percent. On the whole, it can be said that institutional enabling is much more effective than social and economic ones for increasing participation of residents in physical improvement programs.
