In the study, an attempt was made to extract the main factors and components that influence urban governance in the post-corona era by studying and reviewing domestic scholarly research articles, in order to then prioritize the aforementioned factors in a next step. Providing a conceptual framework for urban governance in the post-corona era is also considered a secondary objective of this research. This study is a documentary study and methodologically a qualitative survey study. The statistical population includes available articles published in valid domestic journals until the end of 2021 and relevant scientific databases were used for sampling. The innovation of the present study compared to previous and similar studies is that it takes a holistic and systematic view of urban governance studies and also examines urban governance research during the Corona era and afterwards using the qualitative meta-analysis method until the aforementioned method and the analysis of previous research has identified effective factors and components and prioritized them according to their importance. In relation to the most important factors and components affecting urban governance in the post-corona era, the results showed that the structural factor with three effective components (transparency, legality and justice-oriented) and the total score of the components is 21 in the first priority, the institutional factor with one effective component ( responsibility and accountability) and the total score of the components is 10 in the second priority, the individual factor with an effective component (citizen participation) and the total score of the components is 6 in the third priority, the cultural factor without having an effective component and with the total score of the components is 3 in the fourth priority and the spatial factor Also, without having an effective component and with a total score of 2 components, they are placed in the fifth priority.

Population growth and urbanization have reduced the per capita access to many social and economic facilities and its consequences have been manifested in a decrease in the quality of life in various urban areas.Tabriz metropolis, like most major cities in the country, is the bedrock of spatial inefficiency in the regions to benefit from public urban services, especially educational services. The need to pay attention to educational use as the most basic urban public services is very important due to the youth of our country. This research has analyzed the distribution of educational centers in Tabriz, especially girls' schools in the first and second secondary school, from the point of view of spatial justice. The research method is descriptive-analytical. In order to achieve the research objectives, GIS software has been used to determine the operating radius of these units and the per capita of these units has been calculated and compared with the standard per capita and the amount of shortage or surplus of these services has been determined. In order to rank these schools, indicators have been determined and these indicators have been weighed using the Topsis technique. Finally, the schools have been ranked from excellent to very poor in terms of the desired indicators and have shown their distribution in the city of Tabriz Has been. The result is that the largest number of schools are ranked as poor schools and only 7 schools are excellent according to the desired indicators, which are located in areas 1 and 3.The urban management of Tabriz metropolis needs to pay attention to areas deprived of the educational services index.

With the expansion of urbanization on the one hand and the increase in population on the other, children are being ignored in modern urban developments and the need to pay more attention to them in cities is felt. Increasing the livability of cities is directly related to increasing the attractiveness of urban environments for citizens and can itself provide the basis for sustainable urban development. It is important to pay attention to children because they are future citizens of society and they create the link between the past and the future generations. The present study, by using futures study knowledge, identified key forces in the future of children's livability. In the first phase, using the Delphi method, we first identified some of the variables affecting the future status of urban living for children, Then we extracted 47 variables that were approved by experts and received the highest score. We divided these 47 variables into four environmental, physical, social, and economic groups. Then, using structural analysis method and creating a 47 * 47 matrix, these variables were compared using MICMAC software. Finally, 7 key forces were extracted that play the most important role in the future status of children's urban livability.

Cities are the most complex systems and networks that have ever emerged. Beyond the classical equilibrium debate, they need a lot of energy to maintain their cohesive structure. Therefore, in the development of cities, it should be noted that a complex and coherent network includes a hierarchical and interconnected structure that emerges at different spatial scales and over time, and to maintain this coherence, the interconnected structure must be adhered to. The main structure of the city as a formative of ossification and urban form has had a great impact on the communication and spatial arrangement of urban spaces. Some parameters have played a more prominent role in shaping the urban structure over time, and some vice versa. One of the methods based on the use of computers and scientific methods in the field of urban studies is the spatial arrangement technique. The purpose of this paper is to apply the spatial arrangement technique in the study of the configuration and main structure of the historical city of Tabriz during the last century. Housing pattern and life style comprise a part of the society,s culture. In the current times and in line with the changing of society and culture, we are witnessing the transformation of accommodation style and pattern. Therefore, the aim of this research is analyzing the relationship between changes of life style and the pattern of Islamic housing in Tabriz metropolis. The method of the research is descriptive, survey and inferential and is based on referring to Islamic sources of Quran verses and narratives. In addition, questionnaires have been used to achieve the research purposes. The statistical population of the research consists of all the residents of Tabriz in the whole area of this metropolis and the subjects were selected using simple accidental method of sampling. For confirming or rejecting the hypotheses, SPSS software was used for analyzing the data obtained from the questionnaires. By analyzing the relationship between variables and ranking of the indices and components of the research it became possible by application of multiple regression model and single-sample t test. In addition, using network analysis model and Super Decision software, the ideas of 30 experts were extracted by distributing questionnaires and the elements and components of each factor were ranked. The results of the research indicated that the total multiplier correlation coefficient for independent and dependent variables were 0.906 R and the coefficient of determination was 0.822 and the adjusted coefficient of determination was 0.818. This fact indicates a high correlation between the variable of lifestyle and Islamic housing pattern. From39 sub-indicators, 12 of them which show changes in lifestyle values, belong respectively to the index of respect with coefficient (0.367), cultural values (0.243), behavioral patterns (0.215), economic values (0.132). These values have gained high privileges. In addition, social index, religious identity index and spatial and environmental values have lower ranks. Diminishing spiritual values against material ones are significant in the sense that the changes in lifestyle values have pushed the model of Islamic housing toward modernization.

IntroductionLifestyle is one of the most popular concepts used to explore consumer behavior. In various fields, the lifestyle concept has been widely used to understand and explain certain consumer behaviors. Residential lifestyle is defined here as the way of life related to residence associated with the consumption of time, space and money. In other words, residential lifestyle is all of the lifestyle factors related to residence. The structure and components of residential lifestyles are comprehensive and complicated, with numerous influencing factors. Here, we propose the concept of residential lifestyles as two-sided properties as individuality and sociality, subjectivity and objectivity, actuality and ideality. Residential satisfaction, Residential environmental choice, and residential preferences are one of the most studied themes in the field of the residential environment. The purpose of this study was to identify the residential choice, satisfaction, and preferences as determined by their lifestyles. A total of 206 usable questionnaires were collected from ten regions in TABRIZ City. Six residential choice factors (Safety, Social, Spaces, and Economical and Education) were derived, and the respondents were grouped into four lifestyle clusters (Urban Cluster, Natural Cluster, Economical Cluster, and Social Cluster). Data and MethodIn this research, we analyzed the characteristics of residential preferential patterns with cluster analysis, residential choice with factor analysis and residential preference and relationship with preferences with factor analysis and hierarchical multi-attribute index system and variance analysis. For the data analysis, descriptive statistics (frequency tables, graphs, percentages, and variance) and inferential statistics (Pearson correlation, ANOVA, T-test) were used. Results DiscussionIn this research, on the basis of the understanding of residential lifestyles and its influence factors, we firstly aimed to interpret the concept through the approach of urban planning as the initial step. Among the factors, we focus on the residential preference, residential emphasis on housing selection, and residential satisfaction as well as the individual attributes such as age, housing ownership, household structure and living years, etc.ConclusionWe have studied residential lifestyles from the perspectives of residential choice factors, residential preference, and residential satisfaction. We have made clear the principal residential choice factors of samples from TABRIZ City. Three subjective residential preferences patterns were obtained: Pattern (1) is the urban preference pattern; (2) is the enjoying life and natural preference pattern; (3) is economical preference pattern and (4) is social preference pattern.

IntroductionThe implementation of the smart city requires a change in the governmental (institutional) and managerial structure. The government must engage with the private sector and civil society to enforce its rulings. The government must regulate the rules in such a way that these interactions take place. Therefore, creating good urban governance is considered as the most important factor in creating smart cities. The purpose of the smart city is to improve the quality of life of citizens and improve productivity and quality of services provided. (Luis M. Correia & et.al, 2011: 7). The development of effective e-government is a prerequisite for the development of smart cities and a way to establish good urban governance (Taewoo Nam & Theresa A. Pardo, 2011: 22). There is a lack of proper planning to create a smart city and efforts to increase smart quality services in Tabriz Municipality. There is no adequate infrastructure and planning in investing in the development of ICT. The budget is not commensurate with the capital needed to develop information and communication technology. The municipal subdivisions are carrying out sporadic projects with a short-term vision and hope that by continuing this method and entrusting the projects to private sector contractors, the city will be made smarter.Data and methodsIn this study, 376 questionnaires have been completed to examine the effective variables of Tabriz Municipality. Municipal experts have been selected by random cluster sampling.The questionnaire consists of two parts; the first part of the smart city items consists of 3 concepts and 28 questions. The second part of the items of good urban governance consists of 8 concepts and 40 items. In selecting the thematic concepts of smart city and good urban governance, the theories of experts, the goals of previous research and unique analyzes of third world cities have been considered. After extracting the components and identifying the items, the collected data were entered in SPSS software. Then the data analyzed in the LISREL software. The independent variable is smart city and the dependent variable is good urban governance.Discussion and conclusionIn structural modeling in LISREL software, According to the Kaiser Criterion, Eigenvalues is a good criteria for determining a factor. If Eigenvalues is closer to one, we should consider that a factor and if Eigenvalues is less than 0.3, then we should not consider that a factor. According to the variance extraction rule, it should be between 0.3 to 0.6. If variance is more than 0.6, then we should consider that a factor.According to the results, among the internal latent variables (dependent variable), the component of accountability with direct effect is 0.78, transparency with direct effect is 0.76, effectiveness is 0.69, participation with direct effect is 0.63, responsibility with direct effect is 0.60, justice With a direct effect of 0.56, consensus with a direct effect of 0.52, regularity with a direct effect of 0.50, respectively, have the most effects on the hidden external variable (independent variable) of the smart city. The response variable of the components of urban governance with a direct effect of 0.78 has been selected as the most effective variable in the smart city.The results of the respondents' analysis show that city officials have little accountability to citizens and projects are not based on responsiveness. The concepts of transparency and effectiveness are important after the concept of accountability and according to experts in the urban management of Tabriz have not received much attention.The results of the analysis show that good governance in urban management guarantees effectiveness, citizen participation, justice, consensus and ultimately the legitimacy of the urban complex. The mentioned factors have an effect on the good governance of Tabriz city, which according to the respondents does not have a suitable structure for their implementation in Tabriz Municipality. In the results, there is a correlation between the external latent variable (smart city) and its observed variables, the internal latent variables and its observed variables, as well as the correlation between the external independent variable (independent variable) and the internal independent variable components (dependent variable). Findings indicate significant numbers related to internal and external latent components and variables. There is also a significant correlation between the observed variables and the hidden variables. The significance of the numbers (t-value) is greater than 1.96.Results:The success of a smart city does not depend on capital and technology, but depend on community leadership and intra-group cooperation with good urban governance. The results of this study show that the condition for creating a smart city is good urban governance. ICT development is not possible unless urban management is committed to accountability, responsibility, efficiency, transparency, consensus, legitimacy, justice and participation.It will be difficult to develop ICT and innovation in the city if the municipality continues to live without paying attention to the needs of the citizens through the sale of building density and the rent economy. This is more implied in the field of technology. Technology usually requires a lot of investment in infrastructure, which unfortunately is not tangible. Considering the direct impact of the components studied in this research, in order to escape the duality in understanding and implementation of the smart city, governance should become good governance. Therefore, introducing laws, transparency and accountability to citizens with a fair approach and obtaining collective opinion of people in participatory projects, will be effective in urban management. The lack of a systematic structure in urban management reduces the number of expert and specialized work in smartening the city and most projects fail. The precondition for accountability in urban management is the specialization of officials and the creation of specialized working groups. Working groups whose approvals are effective and reach the implementation stage.Cities in developing countries such as Tabriz can not create transparent, accountable, coherent and effective management by empty imitating modern technologies or technology imports. In Tabriz urban management, modernization (modernization) is pursued with a misunderstanding. Modernization (modernism) and restructuring of management is not accompanied by it. This dual approach makes the components of smart city and good urban governance that were studied in this study, not successful in implementation.

Introduction
As a visible manifestation of urban poverty and spatial inequality, all human populations live in multidimensional poverty conditions in informal settlements. According to conducted studies, women and children are particularly vulnerable to the risks and harms of informal settlements. Therefore, the United Nations has declared women's empowerment on a large scale as one of the critical objectives of the Third Millennium development. In this study, women’s empowerment in informal settlements has been investigated from stereotyping perspective (gender stereotypes). According to the micro-level research conducted, the main challenge is culturally restrictive settings for the women's group. In these settlements, women are exposed to poverty and gender discrimination more than men. This often stems from the imposition of gender stereotypes. Gender Stereotyping is an obstacle for women to have a social activity that prevents mobility and presence of women in society and imposes gender roles (housekeeping, childbearing, etc.), and ignores or reduces the women. Accordingly, this study aims to analyze the relationship between gender stereotypes and women's empowerment in informal settlements in Ilam as well as to assess the relationship between women's empowerment and contextual variables to answer the question; what is the relationship between gender stereotypes as well as the contextual characteristics of women and their empowerment? The research hypothesis is: there is a significant relationship between gender stereotypes and contextual variables with women's empowerment.
Data and Methods
The present research is of a fundamental-applied nature and has used survey as a method. To collect the data, a researcher-made questionnaire was utilized .The research population is women, 18 years of age and older, residing in informal settlements in Ilam seleced through random sampling. Based on the Cochran's formula 377 women were selected. The validity of the questionnaire was determined through content validity and its reliability was determined through Cronbach's alpha (0.89). Data were analyzed using SPSS and running Analysis of Variance (F), Pearson correlation test, T-test, and regression analysis. AMOS was used also for the structural equation modeling (SEM). In this study, women's decision-making in both individual and family domains through a Likert scale with 16 items to measure their empowerment; the gender stereotype variable was measured with 17 items. In this study, in addition to the relationship between gender stereotypes and women's empowerment, the relationship between contextual variables such as age, marital status, education, immigration, and employment with empowerment is studied.
Discussion and Conclusion
In this study, the role and position of women's empowerment in informal settlements in terms of cultural factors and the relationship between gender stereotypes and women's empowerment have been examined. Also, the research hypothesis was confirmed following data analysis. According to Pearson test results (R-value = -0.174 and significance level = 0.001), there is a significant and indirect relationship between belief in gender stereotypes and women's empowerment at confidence level. The more women believe in gender stereotypes, the less their empowerment is, and vice versa. Research findings also show that contextual variables such as education level, employment, marital status, age, and migration positively affect women's empowerment. In this study, six independent variables were introduced in the regression table, whose multiple correlation coefficient (R) with women's empowerment was equal to 0.474, and the coefficient of determination (R2) was equal to 0.225. Based on this coefficient, about 0.23, i.e., 23% of the dispersion for the women's empowerment variable is explained by independent variables in the experimental research model, and the rest of the dispersion is explained by variables not introduced in this study. Among the independent variables, the education level of = 0.350 has the greatest effect on the women's empowerment. Then, employment status of =- 0.306, immigration of = -0.217, marital status of = -0.160, Gender stereotypes of =-0.157 and finally age of = -0.002 have been effective in explaining the dependent variable. In this study, structural equation modeling (SEM), as one of the new methods for examining the causal relationships between variables, was used through AMOS software, where the structural equation analysis of the proposed model was performed. According to the goodness of fit index, the research model is relatively good.
Results
As the half population of the society and their roles in the development, women’s empowerment in informal settlements can be a pragmatic and realistic approach in dealing with these challenges and reminding women’s role in the society. Gender stereotyping imposes gender roles (housekeeping, childbearing, etc.) and ignores or reduces the women’s role. It also keeps women in inferiority and deprives them of decision-making within and outside the family. According to this study, rising education-centered gender stereotypes can free women from a passive person who needs others’ attention and turns them into an energetic and capable body in society and makes the basis for their local social capacity and the culture of local participation. Considering international references and firm views and theories, women play a central role at home and outside the home. To create women’s real, active and effective role-playing, it is needed to look at their potentials and abilities and overcome pure gender stereotypes.

Introduction
The expansion of urbanization and the problems resulting from urban life have made it increasingly necessary to pay attention to useful strategies and solutions to optimize the lives of citizens. With the introduction of democratic concepts and approaches over the last decades, new patterns of governance have emerged. Good urban governance movement has been one of these new forms. This model is defined as a participatory process that is associated with citizen participation and changing the roles and functions of local government. In this regard, the NBN program, entitled "Neighbors Building Neighborhoods," has been one of the most successful ways of urban management and good governance in the past ten years in Rochester, New York. In this program, all citizens try to organize their living environment. The aim of this study is to investigate the factors affecting the implementation of participatory urban governance (NBN program) in District 2 of Tabriz metropolitan.
Methods: The method of present study is descriptive-analytical. To collect the required data, library resources (for theoretical foundations) and questionnaire (for scientific research) were used. It should be noted that the statistical population of this study was calculated to be 382 people, according to the Cochran's formula and the population of District 2 of Tabriz metropolitan. Also, the used questionnaire included 19 five-option questions with a closed answer and its items are measured based on the Likert scale. The validity of the questionnaire was obtained using the face validity and its reliability was obtained at 0.826 using Cronbach's alpha method, indicating the desirable reliability of the questionnaire.Then, the data obtained from the questionnaire were analyzed using LISREL software and one-sample t-test in SPSS software, and the indicators influencing the implementation of participatory urban governance (NBN program) were evaluated and prioritized. LISREL software was used to estimate and test structural equation models and to examine and analyze linear relationships between latent variables and observed variables. This program uses correlations and covariance between observed variables to estimate the values of factor loads, variances, and errors of latent variables. In the quantitative stage of study, the relationship between latent variables was examined using the structural equation method and a model was presented using LISREL software. In the field method, as stated, the questionnaire tool was defined and used for each latent variable and observed variables. To analyze the data through the structural equation model, the data obtained from the questionnaires were entered into the SPSS statistical software and were encoded. The data encoded in the LISREL program were retrieved and analyzed.
Results: Based on the results of LISREL software and the t-value, indicating the priority of indicators in LISREL software, the collective agreement indicator with a value of 10.72 was ranked first. In fact, when there are different opinions and ideas in a society, there will be different actors, so it is better to guide the city management and different interests and preferences in the society towards a broad consensus that considers the best and most benefit for groups. In other words, the city is the arena of different groups and interests and they are sometimes in conflict with each other. Collective agreement means moderation and creating an agreement of different interests. Transparency indicator with a T-value of 7.28 was ranked second. It means that lack of transparency and secrecy in urban affairs increases the possibility of corruption in decision-making. However, transparency prevents its spread. Citizen participation indicator, which means power to influence citizens in decision-making and involving them in power with the T-Value value of 6.1, was ranked third. Justice indicator, which means creating suitable opportunities for all citizens to improve their welfare status, the effort for fair allocation of resources and participation of the deprived people in expressing their opinions and decisions with the T-value of 5.18, was ranked fourth. Evaluating the status of indicators in SPSS software and their significance level indicated that significance level of all indicators is less than 0.05. It means that the mean indicators differ from the theoretical mean of 3, and since the values of the two upper bound and lower bound columns are negative, it can be stated that the mean of the indicators is lower than the theoretical mean of 3. Hence, with 95% confidence interval and significance level of less than 0.05, it can be stated that District 2 of Tabriz metropolitan is not in a good position to implement participatory urban governance (NBN program).
Conclusion: One of the most successful models in the area of urban management is the "good urban governance" model, which is a participatory urban management system. In this model, three institutions of civil society, private sector and government participate in all relevant decisions. This approach in urban management is based on the citizen-oriented and fair development is to influence all forces having interest and power in the management of urban affairs and to meet all the needs of these groups. In fact, it can be stated without the active participation of citizens, urban governance will not be realized and urban management will remain in a static framework with a one-sided and dominant power in making decision on city issues. Thus, citizen participation is the driving force of urban management. In this regard, the NBN program is one of the most creative and effective approaches to contemporary urban management and governance, which has been used in Rochester, New York for about two decades. In this program, people participate in all relevant decisions together with the government. This approach, called "neighbors building neighborhoods", can be one of the most serious steps in decentralizing centralized management and urban "top-down planning" and rural areas and movement towards decentralized participatory governance and "bottom-up planning."
The present study was an attempt to evaluate the factors influencing the implementation of participatory urban governance (NBN program). The results of data analysis in the LISREL program environment show that the model has a good fit. Among the indicators, according to their T-Values, the "collective agreement" indicator was ranked first, and the indicators of transparency, citizenship participation and justice were ranked second, third, and fourth, respectively. Also, based on the results of data analysis in SPSS and one-sample t-test and significance level, the mean of indicators with the theoretical mean and the values of upper and lower bounds, which are negative in all indicators, it can be stated that the factors affecting the implementation of participatory urban governance (NBN program) are in an unfavorable situation.

Recognizing and examining the housing situation in a country depends on identifying and analyzing the factors affecting housing. To assess the housing situation, housing indicators that express the quantity and quality of different dimensions of housing can be studied. Indicators are tools to measure the housing situation and its evolution, as well as assess the success rate and implementation of housing policies. Paying attention to the quantitative and qualitative indicators of housing is one of the most important issues in housing planning. Housing, as the most basic human need, has become very important in the life of urban communities, so that it has become one of the most effective components of measuring the quality and well-being of citizens.
Futures studies are now well over 50 years old. Discussants pointed out that the term ‘futurology’ was first introduced by Ossip Flechteim in his 1966 book History and Futurology. Eleonora Masini suggested that Flechteim himself did not have a great deal of confidence in the term, nor was he sure whether the said discipline was a ‘science’ or a ‘prescientific’ branch of knowledge. But he was certain that the new field ranged from ‘the destiny of man, the future of his society to the entire range of his future cultural activities. The strongest defense of ‘futurology’ was provided by Pentti Malaska. Malaska argued, describes ‘what futures knowledge is all about – not only epistemologically, i.e. how to acquire knowledge of the future with different techniques for this or that pragmatic purpose but especially ontologically, i.e. what the knowledge of the future may mean. Dator’s First Law of Futures states, ‘The future cannot be ‘‘predicted’’ but alternative futures can be ‘‘forecasted’’. Warren Wagar in his The Next Three Futures and in tracing the history of future studies consistently uses the term ‘futurism’. Futures studies are a mosaic of approaches, objectives, and methods, and many parts of it are in different stages of evolution.
Methodology
The present research is applied in terms of its purpose and is descriptive-analytical in terms of its nature. To collect data has been used of statistical yearbooks, censuses of different periods as well as completing a questionnaire from 40 experts in the field of housing. To analyze the data and determine the strategic indicators has been used of the method of structural/cross-impact analysis approach with MICMAC software and to determine the most probable scenarios has been used of Wizard scenario software.
Results and Discussion
In the last 40 years in the metropolis of Tabriz, housing has improved in all quantitative indicators except the average number of rooms in a residential unit. Reasons for the decrease in the number of rooms in a residential unit are the change in the architectural style of houses and the transformation of households from widespread to nuclear. Information on the infrastructure of residential units also shows that the infrastructure is moving towards standardization and the number of residential units with very low and very high infrastructure has been decreasing. Regarding the quality of housing, all indicators indicate an improvement of trend in the last 40 years, and the only indicator of the housing ownership, despite the increase in the number of owner-occupied households, shows a decrease in the percentage of owners and an increase in the percentage of tenants. Also among the 16 indicators affecting the quantitative and qualitative status of housing in the metropolis of Tabriz, 5 indicators of the average infrastructure of the residential unit, housing with a lifespan of fewer than 30 years, household density in the residential unit, person density in the residential unit and the average room in the residential unit known as strategic and key variables in the future state of housing and two scenarios were identified as the most likely scenarios in the housing sector in the metropolis of Tabriz. In the first scenario, we will see a decrease in the infrastructure of housing units, a decrease in household density and individual density in a housing unit, and a decrease in the average number of rooms per housing, and an increase in units with a lifespan of fewer than 30 years. In the second scenario, we will see the stability of the infrastructure of housing units, the stability of household density and individual density in the housing unit, and the stability average of rooms in housing, and continue to increase housing with a lifespan of fewer than 30 years.
Conclusion
The results of the present study show that all quantitative indicators of the housing situation in Tabriz have been improved in the last 40 years and only a slight downward trend is observed in the average room index in each residential unit. We also see acceptable growth in housing quality indicators. Although the research results indicate an improving trend in housing quality and quantity indicators in the Tabriz metropolis, there is still a long way to reach the ideal housing conditions. Therefore, to achieve a better quantitative and qualitative status of housing in Tabriz metropolis, conduct comprehensive housing plan studies, employ housing specialists and professors to plan and policy in the field of housing, identify diverse population groups and consider all population groups, age and income and construction of housing in accordance with the needs of each group, using the experiences and studies of successful countries in the field of housing and their adaptation to demographic, cultural and economic conditions of the geographical area and more emphasis on effective housing indicators along with other indicators in housing planning and construction is suggested.

Introduction Since the 1990s, after both economy and society moved from Fordism to post-Fordism, a new paradigm emerged from the beginning of the new century. Due to the impact of the knowledge economy on urban communities, this paradigm known as knowledge-based urban development emerged in the late 20th century (Yigitcanlar et al., 2008a: 64). The knowledge-based urban development concept was considered as a practical management strategy for urban residents in various areas of sustainable social, economic, and urban growth along with the postmodern development of urban areas. Meanwhile, despite the benefits of superior information and communication technologies in urban areas and in particular the topics related to these technologies in accelerating the process of knowledge-based urban development, this factor can cause major challenges in balanced urban development. In this regard, one of the main obstacles in this area is the digital divide. The digital divide refers to the inequality in access of all members of society in terms of quantity and quality to information and communication technologies. In most societies, the right to create information is practically given to everyone, but distribution or sharing is taken away from them; hence, information resources are not used equally by society (Lievrouw and Farb, 2003: 414). Some societies deal with a deep digital divide in terms of information technology, which in turn impedes the realization of the city of knowledge. In various sources, the digital divide is mentioned as one of the barriers to a knowledge-based city (Butcher, 2009: 59 & Norris, 2001). Considering the above-mentioned cases, Tabriz metropolis needs to reach a variety of goals to become a knowledge-based city. One of these goals is identifying the impact of the digital divide on the concept of knowledge-based urban development. Therefore, the focus of this article is on the study of the effect of digital divide indicators on knowledge-based urban development variables in the city of Tabriz. Data and Methods In the present article, the structural equation model has been utilized to comprehensively study the conceptual model of the research. In this study, the opinions of 50 experts have been taken. To estimate the impact of digital development factors and gaps on each other, researchers created a 44X44 matrix by considering 32 knowledge-based urban development sub-indices in addition to the 12 digital gap variables within a system. Accordingly, after obtaining the outputs related to the expert’s opinions, these results were analyzed in MicMac software. Software outputs can greatly help to understand the dimensions and relationships of the system along with the way the system will work in the future in the various forms of tables and graphs (Rabbani, 2012). Results and Discussion According to the analytical results of this matrix, the variables including government influence, strategic planning, managerial interventions, broadband access, and social stability have the highest effect on the system. Furthermore, the most susceptible direct variables of the system include geographical location, urban competitiveness, foreign direct investment, economic status, research, and development. By observing the obtained results, it is easy to see the government’s role in positive or negative effectiveness in reaching the goals of digital city and knowledge-based urban development. Additionally, the results obtained from the distribution chart of variables have the following points: Determinants and influential variables (Located in the northwest of the Chart with High effectiveness and Low susceptibility): Management interventions, age, broadband access, cost of living, affordable housing, networking and strategic cooperation, justice, and social integration. Two-fold variables (located in the northeast chart - high effectiveness and low susceptibility): urban competitiveness, quality of life, government impact, e-government, strategic planning, urban branding, etc. Result variables (located in the southwest of the system- low effectiveness and high susceptibility): patent applications, worker knowledge pool, educational investment, basic professional skills, language skills, and socio-economic dependence. Independent variables (located in the southeast of the system - low effectiveness and susceptibility): cultural and social norms, disability and physical ability, social stability, unemployment, environmental impact, use of sustainable transportation, etc. Conclusion To achieve structural knowledge-based urban development, the influential factors within this type of development are considered as an interwind or structure (system) to measure their inter-relationships due to enabling users to extract key variables of the system. In the present study, a variety of indicators were assessed for tackling problems related to the digital divide within the city and altering it to digital equity in Tabriz city. Those variables with the maximum effectiveness along with two-fold indicators have been chosen as key factors. A brief look at the concepts used in this study indicates that there is a conflict between the concept of the digital divide and urban knowledge-based development. In this regard, to eliminate this conflict, it is necessary to increase the efficiency of some variables. These variables include improving existing management tools and policies, strengthening the existing infrastructure for easy access to ICT by citizens, increasing people's skills and awareness, and finally strengthening the people's economic status by turning the digital divide into an opportunity along with providing a basis for the successful realization of knowledge-based urban development.

Introduction Land use planning, especially land subdivision, plays a key role in making a decision on how to properly use the land and subdivide it. That is why such planning influences the state of the environment and can have positive and negative effects (Metternicht, 2018: 3). In simple words, with different street network patterns, land subdivision creates various lots in different shapes and with various advantages. In other words, at the execution stage, land subdivision affects the land price. So, some lots will have a higher value due to their advantages compared to some other lots (Evans, 2004: 75). Considering what abovementioned, this comparative study aims: 1 – To evaluate the quality of the existing land subdivisions in the planned texture, worn-out texture, and informal settlements using the current land subdivision standards; 2 – To assess the correlation between the opinions of experts, real estate agents, property owners, and non-owners on the quality of land subdivision with the current status of the land subdivision based on research indicators; 3 – To evaluate the impact of human-managerial factors and the land value in the land subdivision process. Data and Method To collect data, a field study was used. To select blocks randomly as research sample, the Fishnet tool in ArcMap software was used. Totally, 353 blocks in district one and 386 blocks in district three were selected as research samples. To collect data on the status of the land subdivision in the selected blocks, a database was constructed for the study areas using the indicators of area, number of frontages, building orientation, chamfer or fillet, street width, street function, lot shape, aspect ratio, and distance to different land-uses, then the required analyses were performed. In the next step, using a researcher-made questionnaire, the three groups of experts, real estate agents and property owners, and non-owners were surveyed to align the observed advantages and disadvantages with the opinions of the three abovementioned groups. The validity of the questions was estimated using face validity. Its Cronbach's alpha coefficient was obtained 0.76, which was within the acceptable range. The statistical population included the total population of the two studied districts (n=448,121 people) and the sample size was estimated to be 384 people using the Cochran formula at 95% confidence level and with a 5% error. Also, SPSS software was used for questionnaire analysis. Results and Discussion According to the analysis carried out for the first aim, the obtained averages revealed the inappropriate residential and commercial subdivisions. In this issue, streets play a very important role, because different street network patterns significantly affect the characteristics of lots. As observed, for residential and commercial land-uses in both districts, the average width of the streets and the adaptation level of land-uses with the street function were below the standards, which also reduced the quality of access. According to the analysis performed for the second aim, it was found that experts' opinions on six cases in district one and seven cases in district three were significantly correlated with the current status of the land subdivision. Also, property owners and non-owners on five cases in district three and two cases in district one were significantly correlated with the current status of the land subdivision. Real estate agents' opinions on one case in each district were significantly correlated with the current status of the land subdivision. For the third aim, it was found that the respondents in district one and district three considered the land value and human-managerial factors as effective factors in inappropriate land subdivisions, respectively. In other words, it can be said that the land value and human-managerial factors, along with the lack of efficient solutions and proper surveillance of land subdivision, are considered as factors for inappropriate land subdivision in the study area. In addition, with an average of 3.5 in district one, experts and real-estate agents have assessed the land value more effective in inappropriate land subdivisions compared to the property owners and non-owners. Also, with an average of 3.7 in district three, experts and property owners and none property owners have assessed the human-managerial factors more effective in inappropriate land subdivisions compared to the real estate agents. Conclusion Findings showed that according to the land subdivision indicators used in our research, residential and commercial land-uses don’t meet the land subdivision standards. In this case, streets play the more dominant role than other factors. Measuring the alignment of experts, real estate agents, property owners and non-owners' opinions on the quality of land subdivision with its current status based on research indicators showed that with the highest frequency, experts' opinions on six cases in district one and seven cases in district three are significantly correlated with the current status of the land subdivision. Finally, according to the three abovementioned groups' opinions, the land value in district one and the human-managerial factors in district three were evaluated as effective factors in inappropriate land subdivisions.

Compactness is a mechanism for controlling and gradually reducing the growth of the city, which known for its high level of density, mixing of land uses, suitable transportation systems, and creating opportunities for pedestrians and cyclists. Socially, Density is associated with social justice and diversity because access to social infrastructure and provides a more diverse environment by facilitating opportunities for all. Economically, the minimum density is necessary for the efficient use of urban resources in order to reduce costs and provide infrastructure. However, some studies in non-European cities suggest that these cities with increasing density, they have faced a decrease in social stability. In contrast, urban planners in Europe believe that the dense model of the city, in addition to increasing environmental and economic sustainability has led to increased social sustainability. Therefore, it is necessary to study the role of density in social sustainability with the characteristics of each city and the cultural characteristics of its citizens, far from prejudices. Therefore, the present study seeks to investigate the positive or negative role of density in social sustainability of Urmia city. Methodology The research is applied and the research method is descriptive-analytical. The required data for the research collected from the general population and housing census data within the statistical blocks and 30 indicators for the year 2006 and in Spss18 Software analyzed with using factor analysis method. However, the indicators reduced to six influential factors. Spatial autocorrelation, Moran index, G general statistics and Moran bivariate autocorrelation techniques used to analyze the relationships between population density and social stability in GIS software. Results and discussion The local Moran coefficient used to investigate the relationship between density and Social stability. Four types of spatial correlations showed in this analysis: High-high cluster: which has both high population density and high social stability. Which includes 564 statistical blocks that are spatially concentrated in the north, northeast of Urmia. Low-low cluster: which has both low population density and low social stability. It includes 842 statistical blocks that are spatially concentrated in the northwest, east and south of Urmia. High-low discomfort: which has low population density and high social stability. Which is concentrated in the northern part of the city and includes 261 blocks. Low-high discomfort: which has high population density and low social stability. Which are spatially concentrated in the north, east and south of Urmia and contains 110 blocks. Conclusion The Moran coefficient of two variables (Moran s I =0.0371) that indicates a positive and not very strong relationship between Population density and social stability. Although, the Moran index is small, it partially confirms the fact that areas with high population density are to some extent consistent with areas of high social stability and the relationship between them is relatively positive but cannot be very reliable, because the coefficient value is very small.

Infill development provides the best opportunity to maintain outdoor space and optimize the use of existing infrastructure. And at the same time, by promoting identity in areas where abandoned land is redeveloped, while providing housing, especially for the low income, can provide a model for urban development policies, especially in the housing sector. In general, issues such as the lack of land, the destruction of agricultural land and gardens due to the excessive spread of cities, the energy crisis, air pollution, informal settlements, the spread of cities on hazardous areas and faults and social anomalies, including issues Which make it imperative to pay attention to the infill and sustained development approach in the housing sector. Methodology Thus, in this study to investigate the role of infill development at renovation of Hokm Abad region of Tabriz old texture we applied spatial analysis. By calculating the indexes of infill development and old texture and corresponding maps, the final map of Infill development in the neighborhood with 95% confidence level came out. In addition, there are street network restrictions for infill development the relationship of which is also being approved through a map to exclude the respective problems, to come out of a state of exhaustion and regain its life as before. Result and discussion The overall results of this article suggest that: There is a high talent for the development of vacant land between existing parts (10% of the total land), which can be used for residential development by increasing the use of the density of buildings and increasing the use of lateral land uses of housing land use. What is happening today at the dawn of the 21st century as a crisis in our cities and changes the cities to an ugly and unhappy places and makes citizens tired and prosaic is the breakdown of human-nature transplantation which has unfortunately been neglected in recent years in urban development and the urbanization system of the country. The importance of social health in today's densely populated and polluted cities is one of the main factors in attention to urban green spaces. Today, in many cities in the world, the development of health and social welfare policies in cities has emphasized on the availability of urban green spaces in the closest accessible areas for residential areas and workplaces. In the present study the optimal deployment of urban green spaces in the zone 8 of Tabriz has been assessed. Zone 8 as the central texture of Tabriz which has mainly a commercial-residential role (given the prevailing commercial role) receives a massive population from different parts of the city and even the province during certain times of the day. However only a few pieces of green space have been built in this zone. Regarding this issue, it is necessary to pay attention to the construction and optimal location of urban green space in accordance with demographic needs of the region.

Abstract Informal Settlements, resulting from swift urbanization in the contemporary world and the socioeconomic inequalities across regions, have made cities-especially metropolises like Kermanshah, Iran- face a great deal of problems. Therefore, the present study aimed to evaluate the informal settlements of Dolat Abad and Shater Abad in Kermanshah. To this end, an analytic-quantitative method with an applied approach was used, and the statistical population of the research consisted of Dolat Abad and Shater Abad settlements, based in western and eastern Kermanshah, respectively. So, the information on the statistical blocks in 2006 and 30 indexes, changed into three combined factors, were analyzed by factor analysis, Arc/GIS and Arc/View Software. As for Dolat Abad settlement, the results showed that 20 blocks (11.1% of the population) had appropriate states in terms of poverty, and 31 (17.2%), 57 (31.7%), 50 (27.8%) and 16 blocks (8.9%) held relatively appropriate, average, relatively inappropriate and inappropriate states in terms of poverty, respectively. Furthermore, the results of evaluation of poverty in Shater Abad settlement demonstrated that 12 blocks (4.5% of the population) had inappropriate states in terms of poverty, and 74 (28%), 92 (34.8%), 60 (22.7%) and 13 blocks (4.9%) held relatively inappropriate, average, relatively appropriate and appropriate states in terms of poverty, respectively. In addition, the results of the present study suggested that the residential blocks based in Kermanshah were sites for manifestation of social, economic, cultural and structural distinctions. These settlements symbolize poverty and go through a different process in terms of dynamics, and more to the point, the existence of inequality across the urban areas of Kermanshah has led to spatial, social and economic segregation. Not to mention, the results of the present work were dependent on the applied indexes, which may be affected through applying other ones.

This exterior growth of the city belongs to the type of urban development that in critics view causes the loss of agricultural land, destruction of open and green spaces, energy waste and changes of land use. The sبررسی ها نشان می دهد در سال 1400 در حدود 2408.55 هکتار به اراضی ساخته شده اضافه خواهد گردیدstudy show that in the year 1400 approximately 2408.55 acres will add to built-in land; which may cause change in land use in Urmia city and instability in the optimal distribution of services and access for city residents.

In this paper the importance and necessity of knowing the characteristics of the natural environment to identify suitable locations for buildings and municipal buildings from poor areas, zoning lands to the central part of Aras Free Zone, was acting for urban development. Six indicators (distance from the fault, the Aras river privacy, water studied privacy, land formation, land erosion and slope) were considered and produced. After defining the parameters, according to the research using AHP, by weighting each indicator in ArcGIS software capabilities in order to combine the indicators. The zoning map for urban development was obtained and evaluated. The results indicate that the most desirable locations for urban development based on the distance from natural hazards zones are in the South, South west and West regions where 4762 ha of area were allocated. Meanwhile in 2300 ha of land area, land for urban development was not desirable.
