This research is applied and practical in terms of purpose and descriptive-survey in terms of nature and method. The statistical population of the research was tourists entering Tabriz metropolis in 1403 and the statistical sample size of the research was estimated to be 200 people using Cochran's formula.
The findings of the research showed that except for urban traffic and proper access to sanitary services in most parts of Tabriz city, Tabriz city has the capacity for tourism in most of the mentioned cases and these capacities can be used in order to make Tabriz a popular tourist destination.. It covers the world and the existence of rich literature. Also, the results showed that from the point of view of the people studied, the challenges of geographical location far from Tabriz (lack of central location) and lack of proximity to other cities and central provinces of Iran with an average of 3.65, seasonality of travel to Tabriz with an average of 4 and challenges of communication with the community The host (citizens of Tabriz) with an average of 3.25, among the basic and important challenges of tourism development and not forming the personality of the destination, Tabriz is prominent.
Based on the findings of the research, Tabriz city has good tourism capacities and can be introduced as a prominent tourist destination. However, challenges such as geographical location far from the center, seasonality of travel to Tabriz and communication with the host community have been identified as the main obstacles to tourism development and the formation of the personality of Tabriz destination

Compilation of the feasibility model of Iran's strategic plans )studied in the city of Shahrekord)Abstract:The current research is based on the practical goal of development and the method of its implementation is descriptive and analytical, and it is in the category of qualitative research, the idea of developing a model of the realization of Iran's strategic plans is based on determining the success rate of the realization of the following program in the review of the evaluation system of criteria and achieving goals in advance is determined to be of interest. Therefore, the aim of this research is to compile criteria and indicators of realizability. According to the data theory, the foundation is in the form of a pilot in the city of Shahrekord. In this way, if this model is to be presented in the city of Shahrekord, what characteristics should it have? In this part, by using the method of systematic grounded theory, collecting textual data, interviewing knowledgeable people in both research and executive fields, and analyzing the data, a wide range of effective factors in Application and implementation of this approach in the form of 22 main categories. And 129 subcategories and relationships between them have been identified. The achievement of this research is the identification of development indicators for the realization of urban plans, as well as the evaluation, ranking, analysis and evaluation and providing a particularly desirable model. With regard to the findings regarding the feasibility of the optimal model plan of Shahrekord city, it was determined that the development of participation, improvement of municipal performance and sustainable urban development are among the components of the feasibility of urban development plans.

In this research, using contextual analysis method, the contexts of rural home business development were identified. The information was collected based on semi-structured interviews and a study of sources and documents. Findings show that out of 126 open codes, 34 basic concepts were identified that can be divided into 11 categories of organizing themes. . These concepts are divided into 11 categories including: motivational, structural and infrastructural factors, marketing, policy-making, educational and extension, management, partnership, financial and credit resources, information system, attitude and support as organizing themes of the research subject. Introduction
Today, the issue of development is a concern of many countries. And many local authorities around the world have already begun long-term development for the community and have perfected international best practices for comprehensive development planning and analysis. The central district of Jiroft township has been selected as the scope of the present study; Which in various fields affecting development, has a considerable distance from national and international standards; In terms of development indicators, it is one of the deprived areas of Iran and in this regard, it is a considerable distance from international standards. Different areas affecting poverty, lack of educational facilities, lack of infrastructure and infrastructure are some of the factors that have made it inevitable to address the issue of development in this region. Distribution of selected indicators in the sustainable development of rural areas in the central district of Jiroft.
Data and Method
In line with the purpose and the question; The nature of this research is descriptive-analytical and applied in terms of purpose and based on library studies. The statistical population of this research is the five rural districts of the central district of Jiroft township and the sample size has been omitted. Selected indicators have been collected through the statistical yearbook of the Statistics Center of Iran in 2016. It should be noted that in the first stage, about 80 indicators were selected and in the final selection process, considering the discussion of access to statistical and spatial data, the number of indicators was classified and adjusted to seven general indicators. After extracting the indicators, the weight of the indicators was obtained using the TOPSIS model. At this stage, the rank of rural areas in the central district of Jiroft township was obtained with emphasis on selected indicators; Then, for spatial analysis of the weights obtained from the Shannon entropy stage of the TOPSIS model, and in the next stage, spatial maps were drawn using cluster and non-cluster analysis.
Results and Discussion
Accordingly, the present study has extracted and studied seven development indicators according to the selected sub-indicators to measure the development of rural areas in the central district of Jiroft township. According to the distribution of the mentioned indicators; It can be concluded that the scope of research is very different from the standards of development and the indicators of development are not normal and balanced. On the other hand, measuring the development indicators of the research area shows; That the study area is not of equal value. The analysis of the findings shows that Halil village is developing in terms of sustainable development indicators. Esfahan, Islamabad, are in a semi-privileged state and Dolatabad and Khatunabad are in a deprived situation; This indicates an unfavorable situation and far from the desired standards of development at the global and national levels in the study area.
The results of this study on the level of development with the results of United Nations research (1991); Andriant (2001); Ghanbari et al. (2010); Aliaei and Azizi (1397); Mohammad Manan and Reisi (2015), which were mentioned in the background section of the research, are consistent. Accordingly, all of the above research confirms the lack of equitable distribution of services and facilities, as well as the lack of careful planning for regional development, regional inequality, and the lack of integrated development.
Conclusion
The analysis shows that Halil County is developing in terms of sustainable development indicators. And bottom-up programs Given that most decisions are made in Kerman province in Kerman city, such centralist policies should be reduced and special attention should be paid to the opportunities and limitations of each townships. These are some of the things that can help reduce inequality in the area under study.

Rural development has a different place in economic, social, and cultural development programs, and therefore rural communities are often affected by the same five-year plans, and Varzeqan county is no exception, and therefore, the rural community of the study area, often It is affected by planning damage. It seems that the lack of a local intellectual basis due to lack of proper management and the non-participation of stakeholders in the first stage of planning continues all stages of planning to the detriment of the rural community and causes serious problems in the rural community. Accordingly, because of the issues and issues raised, the present study aims to analyze the barriers to intervention in the effectiveness of rural development planning in Varzeqan city to the pathology of rural development programs. Methodology The present research is philosophically based on the pragmatism approach, in terms of purpose it is related to applied research and in terms of nature and method, it is of descriptive-analytical type (mixed method). Library and field studies have been used to collect data and information. The realm of research space is Varzeqan county. In the quantitative method, the data were collected from local experts by a researcher-made questionnaire and 150 questionnaires were distributed, which were coded by deducting the returned and distorted questionnaires and 132 questionnaires for analysis and analysis in the SPSS software. Responsible local experts include knowledgeable individuals with relevant disciplines and specializations in the development, rural, planning, and sociology of rural development. Using LISREL graphic software to perform structural equations to structurally evaluate the barriers to the effectiveness of rural development programs. In the qualitative method, grounded theory has been used to achieve the desired result. Results and discussion In the results of the structural equation model, the fitness table shows the fitness of the drawn model and shows that the results of this study can be generalized to other statistical communities; Covariance analysis of independent variables shows that all independent variables concerning each other with the standard error of 0.5 have significance and interaction. The lisrel output interpretation shows that all the variables extracted from theoretical foundations with different impact coefficients are effective factors in development programs. All the various latent variables are effective in generating damage to development programs in the development, compilation, content, and implementation of development programs, which are ranked higher than the other variables: - "Weak information structure, statistical and inappropriate information system", "rapid change of discourse and dominant slogans in society" and "severe dependence of the economy on oil revenues" in the requirements of the development plan; - "Non-participation of stakeholders in development programs", "inflexibility and instability" and "Lack of attention to real and executive constraints" in the development of development programs; - "The generality and interpretation of some materials and the extreme detail of some", "the lack of a clear pattern and causal relationship between the components of the program" and "the imbalance between cost and achievement of goals" in the content of the development program; And - "Ambiguities in the way reports are presented", "weak government administrative capabilities to implement extensive programs" and "low motivation of executives to enforce the law" in the implementation of the development program. The aim of this research is the study of effective factors on empowerment of the tourism development in West Azerbaijan Province. This study naturally is "descriptive - analytic" and objectively is “applicable" and is in line with answering to this question: Is the empowerment of “local communities (of participation dimension), human resource (the decision makers and planners), and competitiveness of tourism destinations" components effective in empowering of tourism development in the West Azerbaijan province? The statistical populations studied in this research are cultural heritage, handicrafts and tourism experts in the West Azerbaijan province. Due to the expansion of research range and lack of detailed knowledge about the number of population studied, using cluster and randomized sampling method, totally, 100 subjects selected as sample. To analyze the data, descriptive statistical methods was used and to test of research hypothesis in the inferential statistic, the chi-square tests (chi-square) were used. The results showed that empowerment components of the local community, human resources (the decision makers and planners), and competitiveness of tourism destinations have significant relationship with the empowerment of tourism development and among them "empowerment of human resources (the decision makers and planners)" have the most impact on tourism development in West Azerbaijan province.

Nowadays ICT (Information and Communication Technology) as a new dominant paradigm of development has become the focus of all the aspects of development and progress by influencing the way of thinking and acting and changing life and work patterns and in fact it is considered as both the reason and the sign of development. Due to the growing benefits of adopting this technology in order to achieve economic, social and political goals and sustainable development, following appropriate strategies and approaches for using ICT in our country is a must. Due to the fundamental and key role of ICT in achieving sustainable development and knowing that digital divide between regions has overshadowed the spatial and geographical justice and has provoked the uneven and unbalanced development of the regions of the country, any plan or program in developing ICT in the country should be based on the studying and understanding the current situation of ICT in the regions of the country and should be used to remove or eliminate the digital divide. In this research the development of the provinces of the country in terms of ICT was examined and these provinces were rated and ranked. In order to do so, we made use of 40 indicators and unique soft wares and models like GIS, SPSS, TOPSIS, scattering coefficient, weight rating technique, linear scale-up method, Pearson coefficient and so on. The findings of the study indicated that the provinces of the country are not in a good situation in terms of ICT and Tehran province as the first rank in terms of ICT was semi-developed. There are imbalances and disparities to some extent among the provinces of the country in terms of ICT development or in other words digital divide in such a way that Tehran province as the first rank was 2.5 times more developed than the last rank (Northern- Khorasan) and in general the first rank provinces were nearly twice times more developed than the fifth rank provinces. Also, ICT development correlated with population and especially with urban percentage; meaning that generally speaking, the most facilities and usages of ICT are focused in the provinces with more population and urban percentage. At last in order to eliminate or remove digital divide and balancing long-term development, the provinces of the country were ranked for achieving ICT development.

Investigating and recognising the rural regions and analyzing their abilities and problems in the process of planning the rural development are of a great importance and nowadays being aware of the facilities and problems of ruralregion is considered necessary in rendering plans and programs for development. The determination and analysis of the level of the facilities of the rural regions in different fields using the quantitative methods play on important role in this process. In the present article, using the models of centeral index and Pereston as well as 45 indexs in different fields (economy, social, health and medical and agriculture). We tried to determine and analyse the facility levels of the villages in Zanjan province.Environment facilities, adjacency and being near to the cities, centers and place for development, industrial places and the main fundamental network are very important in the level of the facilities of the rural regions. The results show that considering the level of facilities these villages have considerable difference in each field (economy, social, health and medical and agriculture). The differences were such that 9 out of 46 of these villages were in the privatization level in (economy, social, health and medical and agriculture) and only one village had considerable facilities.

Informal settlements were formed as the shadow cities after the industrial revolution and the geographical redistribution of population in Europe. Informal settlements were slowly appeared after industrialization and modernization process as a main characteristic of almost many cities of developing countries. However, this phenomenon acted as an attenuating phenomenon in European countries and over the time and in the context of the location they were solved in the heart of the cities. Therefore, this phenomenon is now confined to the cities of the developing countries. Even the cities in developing countries like our country are also feature this phenomenon. Khoy middle city is not an exception of this rule. This research is classified as an explanatory analytical survey. Like most survey researches, this study focuses on a limited sample and the sampling method is the probable classification technique. In other words, all informal settlements in Khoy city are classified into four geographical categories amongst which four districts were randomly selected. The main purpose of this research was identifying the relationship between development and the increase of residents’ numbers in informal settlements and for this the hypothesis of study was that there was a significant relationship between urban and rural development and the increase of residents’ numbers in informal settlements in Khoy. The results indicated that in contrast to the expectations of many researches in this area, the number of residents in informal settlements would increase with increasing level of urban and rural development.

Ecotourism or nature tourism is one of the branches of tourism that is based on natural attractions. Ecotourism industry includes strategies to identify areas of prone nature and the planning for these areas to attract ecotourists and create the infrastructure facilities for them. City of Kermanshah is among regions with interesting scenery which enjoys rich cultural and historical attractions in the field of tourism. This study tries to evaluate the challenges and opportunities of nature tourism of this city using SWOT strategic model and to present appropriate strategies to achieve sustainable ecotourism for the region. It is a descriptive-analytical study and data collection is done using library, survey and documentary methods. The results of this study indicate that pristine nature and high ecotourism capabilities with a score of 0.45 and varied climate with a score of 0.32 are among the most important strengths. Lack of proper introduction of the region attractions with a score of 0.32 is the most important weakness. Job creation with score of 0.36 and visits management with a score of 0.28 are the most important opportunities and Lack of organized and studied programs with a score of 0.40 are the most important threats to the sustainable development in ecotourism of the area.
