In recent decades, cities have grown organically and urban areas in a short time have been several times its original size and city development has been the forms of the individual components, without planning, uncoordinated that urban sprawl pattern is the main feature. Urban Smart Growth cities were developed for deal with problems of sprawl. The case study is Maragheh city. The research method is descriptive and analytical. In this paper, the capacity of Maragheh, using the development from within the main principles of smart growth is about the sprawl, is marked. Indexes such as population density, rate of open space, building quality, access and permeability, compressibility, etc. are used. Neighborhoods with using Analytical Hierarchy presses (AHP) to prioritize and ultimately the level was estimated for each of them. Results show that in 1392 the gross population density of 59.3 persons per hectare is which is considered very low density and On the other hand there is a lot of undeveloped land, 333 hectares, Uses of unconventional urban, and the average per capita level of infrastructure per person is 162.3 square meters. With this description, using the principles of smart growth and in particular, the principle of development from within and Suitable density, Building on wasteland and etc., sprawl can be prevented the sprawl.

Settlements physical and functional affecting from the natural environment is obvious and undeniable. In this regard numerous factors play a role and by that location, building, physical development, population absorption and … in human settlements formed differently. This study aimed to analyze the spatial pattern of settlement in Gilan Province, has been formed under the influence of natural factors. In this way the main questions facing the study, is the effect of natural factors on the spatial pattern of settlement in the province. Gilan settlement system based on the last census has 2990 points, that all of them were considered in this research. The research method is descriptive- analytic and in it the documentary and spatial statistical analysis in geographic information system with the spatial autocorrelation analysis based on Moran's I index were used. The results indicate that although the settlements of Gilan province in terms of population is not concentrated but from all variables point of view (height, slope, slope aspect, precipitation, temperature, evapotranspiration, distance from surface water and natural vegetation) high clustering were observed in the distribution of the settlements in the province and spatial correlation of all the variables with the spatial distribution pattern were statistically significant

One of the main strategies to achieve the forestry objective and to minimize the environmental crisises, planning use of the forest by taking a natural ability is for users desired. In this research, using the Analytic Network Process (ANP), the criteria of ecological, economic and social, in the BOCR structure frame work in forest habitat of Jouzk-darekhsh (Northern Khorasan) were evaluated and prioritized. The results showed that the sub network of profits with a total weight of 0.55 is located in first priority and sub network of risks with total weight 0.07 in the last priority. In sub network of earnings, revenue increase was in the first priority and the first priorities of the risks sub network also was allocated public acceptance. Among the strategic criteria also social criteria were to assign high weight (0.49) and then economic criteria weighing 0.31 and ecological with weighting 0.19. Finally the results showed that ecotourism options with a total weight of o.62, protection with a total weight 0.19 and option exploitation of ancillary products with a total weight 0.18 respectively in the priority first, second and third. According to the results, the forest can be pushed to the client-side tourist undoubtedly made an impact in preventing the destruction of all the fields, employment and public participation, public participation and respect for the policies followed by the increase in the residents of the area, helping to prevent migration to urban areas and overall development of villages surrounding the forest area will be followed.

Density with increased population and disregarding social, economic, spatial-physical and environmental effects caused some problems that attracted the attention of urban planners and managements in metropolises such as Tehran. This problem is attention by urban planner and urban management. The proper framework of density (population density, high density, and land use density) at nine areas of 4 district of Tehran municipality seeks in this paper. And effect of density on earthquake vulnerability is study. This is an applied research; and research scrutiny methods are correlation, multivariate regression and fuzzy models. Data collected by documentary and survey methods. Research objectives include identifying density status (population, high, and land use) and discovering the relation between density level (population, high, and land use) and earthquake vulnerability and finally analyzing the effects of increased density (population, high, and land use) on earthquake vulnerability at municipality of Tehran (4 District). Research results show that it is necessary to consider three types of population, land use, and high densities in studying urban density. Moreover, fuzzy approach in urban density data normalization is one of the best approaches in urban vulnarability. In this regard, using fuzzy simple additive weighted method (FSAW) revealed that 7zone (density rank: 6.43), 8zone (density rank: 7.46), and 9zone (density rank: 8) at 4 district of Tehran obtained the lowest density rank; whereas, the highest mean density rank attributed to 6zone (density rank: 1.46) and 5zone (density rank: 2.48), respectively.

The development of green space due to increasing population and urban constructions and human necessary need to green spaces is vital for balance in social, physical, spiritual and also cities ecology. This article with structural view intends to analyze all of factors that contribute in the development of urban green spaces. Andby using the relationships between these factors, extract the key factors that are the most important factors for the optimal development of urban green spaces.This study with descriptive - analytical method and with applied purpose, and using futures studies view, try to provide strategies for structural and ecological development of green spaces in the city of Tabriz. In order to achieve this goal, by using environmental scanning and analysis of extracted factors in MICMAC software, the relationship between contributed factors in the development of green spaces in the city of Tabriz analyzed and eventually the key factors identified. Therefore ten following factors have been determined as key factors for the development of Tabriz green spaces; "Locating for development of ecological green spaces, optimal access for all citizens, green spots physical connections, sustainable water resources, maintenance and protection of green spaces, dense vegetation planting, restoration of abandoned land, green spaces diversity functions, biodiversity and green spaces Beautify designing ". The systematic application of these factors in the planning of urban green spaces, can be strategies for improve the current and future situation of these important urban spaces.

This has had enormous implications, one of them being the lack of equal access to municipal services for citizens. The growing urban population and the absolute rise in the rate of car ownership have caused a number of problems in the smooth flow of traffic in the cities. Better public transport system, especially the subway system, which is opened and expanded in some Iranian cities would help ease traffic congestion. While introducing Tabriz subway system, this article evaluates the conditions of subway stations according to twenty four indexes which are provided by hieratical analytic model. The article shows that 29 Bahaman and Shahriyar stations mark the highest point in furniture quality variable while Khayyam station comes last. Station four has the most immediate access to emergency aid while station 6 has the least. Land uses around stations 2 and 7 are more relevant to the function of the stations. In terms of esthetic principals, Shahriyar station scores the highest among the stations in the first phase of the first line. Because of its proximity of Elgholi depot, station 1 has easier and greater access to infrastructure facilities while station 5 has the least among the seven stations. Station 3 is in close proximity to commuter taxis and also in good order among other stations. The findings of the article have implications for giving priorities to organizing the subway system in Tabriz.

The development of urbanization and cities sprawling growth have led to increasing problems and shortages in urban management in recent decades. One of the most emphasized approaches to improvement urban managements performance and solution to urban issues and problems is using Neighborhood Management plan or "citizens self- management" approach in urban management. In Tehran metropolis, with the contribution of urban management and interaction among other units and subdivisions, there has been conducted some appropriate projects to constitute and support the activities of neighborhood counseling units to use the capacity of participants and contribution of citizens and considering the priorities and local requirements one of which is the "neighborhood management" in this respect. The present article following this subject that, first of all, do neighborhood management have succeeded in achieving it’s goals? Secondly, how is Tehran urban management of region 1, 12 and 16 based on the indices of Good Urban Governance? Finally, is there any relation between performance of neighborhood management and capacity of achievement Good Urban Governance approach in urban management? The research methodology is descriptive, analytic and data are collected doing survey methods by questionnaire. The data were analyzed using SPSS. The results show that neighborhood management have not succeeded in achieving it’s goals; urban management of study area is inappropriate situation based on the indices of Good Urban Governance; and finally there is a significant relation between performance of neighborhood management plan and a capacity to realization of Good Urban Governance in urban management in study area.

In recent years, there has been extensive literature on spatial structure of metropolitan areas and its economic consequences, with emphasis on concepts of poly-centricity and agglomeration economies. Defenders of polycentric regions claim that these areas can make a balance between advantages and disadvantages of agglomeration to create competitive advantages comparing with mono-centric regions, while avoiding excessive concentration and congestion of competitor region. However, there are few studies that have examined these approaches adaptively. Hence, this paper aims to make a comparative study of two metropolitan areas of Shiraz and central Mazandaran to investigate some of the claims about links between spatial structure optimization and advantages of accumulation. The Methodology of the research is based on descriptive and statistical analysis such as Ciccone-Hall and Herfindahl index. The results showed that the spatial structure of the region with emphasis on the concept of polycentric and distribution is scattered and polycentric pattern of central region of Mazandaran against centralized and mono-centric Shiraz metropolitan area. In this context, from the perspective of the consumer, the lack of a dominant urban culture and urban environment should be considered as an important factor in the failure to achieve urbanization advantages. This is an obstacle to achieving higher performance services and facilities, especially lowering private sector investment. However, the findings from the analysis defend relatively equal diversification of production in region of Central Mazandaran against Shiraz metropolitan area, and consider it as a big factor to create complementary links between urban centers in the region. Also, it seems a polycentric pattern without sharing their resources in order to provide more facilities and Infrastructures in regional level cannot be defined in achieving localization advantages as a close rival to mono-centric metropolitan area.

An essential step to urban planning, management and evaluation of its effects is to simulate physical development of the city.
The aim of this study is to understand parameters of physical development at Sardroud city with regard to sustainable spatial development of urban issues from ecological and environmental viewpoint in the next two decades. Using Landsat 5 multi temporal satellite images and object oriented techniques, application changes of the lands in 1984-2011 period has been evaluated with emphasis on Sprawl expansion of Sardroud city. Based on the results, urban area of Sardroud which was 111.24 hectares in 1984, has reached to 528.12 ha in 2011.162.94 hectares of mentioned lands has developed on the Garden and agricultural land, which demands management of future development based on the principles of sustainable development.
Therefore, effective factors of physical development in Sardroud city is classified within 14 layers, and by using Artificial Neural Network method based on LTM Model, the possibility of urban development map was prepared. After predicting the future pattern of urban development in Sardroud city, the protection of gardens and green spaces strategy in the urban development process was operated using hexagonal layout of possibility of urban development map, giving the necessary space for the development, Extraction of natural green belt with the length of 15 km applying the ban of urban development in the around of proposed green belt, maintaining the ecological reserves of Sardroud city by reducing agricultural and garden lands, and prevent connection to the metropolitan of Tabriz is emphasized.

Housing is greatest asset of family, especially in third world countries. Since each economic source brings power of social and political, possess of housing and housing ownership brings also the many benefits. This benefits when becomes notable that granted to a group of people who were deprived of this benefits and this group is same women who percent of housing ownership for their show very low rate than men. Because of the importance of this issue for women, in this study we examine the impact of housing ownership on the participation of urban women. This study in terms of nature is Descriptive-Analytical and in terms of target is an applied research. Research method is gauging and 300 persons have been selected by simple random sampling. The statistical method used is including Kendall correlation and path analysis. The results show that impact of housing ownership on the participation is more of its impact on their decision independence, also housing ownership has indirectly affects on women participation.

Urban transportation is one of the most important issues in Iran metropolises, and despite the importance of this system in the metropolises of Iran, a strategic plan to guide the development of this system, are rare. Tabriz city as one of the country metropolis is no exception about problems caused by inefficient transportation system. And transportation in this city also needs a comprehensive and strategic plan. In terms of methodology, this research is descriptive - analytical and data collection done by library and field studies (interviews and questionnaires). In this process, validity of questionnaires is based on expert opinion and reliability was approved by using Cronbach's alpha. Then, using SWOT strengths and weaknesses and the opportunities and threats are analyzed, and the strategies that are Delphi and techniques outcome, have been prioritized using the ANP technique. The results of this research process indicate that the strategies in this planning are aggressive strategies based on the reinforcing the strengths and using the opportunities. Therefore, the strategies on aggressive approach using ANP model analyzed and their ultimate priority with the weight of each strategy has been set. The final result of ANP analysis shows that the highest score (0.395)is for the strategy SO1; (Taking advantage of the experience of the pilot projects that implemented in Tabriz and other metropolises in Iran, in the field of intelligent transportation systems in order to promote and develop intelligent transportation) and implementation of this strategy is the first priority.

In fact main objective of the research, growth determination strategies to prevent the "sprawl" of Fanouj and thus reduce economic costs due it is. The method of the present study, was a descriptive analytical based on a library study, documents and review of the field. in this context, data requirements regarding city development, distribution land use and increased costs economic development of the dispersed city, from authentic documents of the questionnaires were prepared and by the software Arc GIS and SPSS can be analyzed. The results of the review of the relationship between smart growth and reduce development costs, Based on t-test Showed that significant amount (Sig 0/000) with Less than the 0/01 is, can be safely 0/99 acknowledged that smart growth strategies on reduction of the cost of development Fanouj city will be effective. in case implementation smart growth strategies based on neighborhood conditions in Fanouj, costs economic and environmental destruction is reduced and causing increase environmental quality of life and citizens satisfaction his life environment will be.

To study the synoptic - thermodynamic characteristics of the cloud mechanism in Azerbaijan in 2009-2000 period using the average rainfall of 15 mm and inclusive precipitation, 13 days was chosen indicators. To evaluate the development of the synoptic systems, sea level pressure and high levels of 850 and 500 HP respectively. 850 and 700 hPa specific humidity of the review process of cloud formation and water vapor transmission to the regional case study was used. To review upward movement that causes the formation of convective clouds to grow vertically or thickness, the vertical component of wind velocity in the coordinate system pressure at the level of 500 HP, were used. The stable and unstable atmospheric conditions were analyzed based on the graph skeu-t Tabriz. Synoptic results showed that the samples case study, the formation mechanism of the regional systems that have passed careful, depend on many factors. As a result of the deepening trough in the middle level of the high latitudes near the poles towards the south of the Mediterranean, the Red Sea along the meridian pressure inverted trough extends towards the south of the Mediterranean Sea. The northern part of the trough to trough height of the middle level, a Low pressure systems form when cold air and moisture from the middle latitudes of the Southern latitudes. Warm weather and cold fronts associated with this system is that, by moving his hand from the East Azerbaijan passes are causing precipitation in the region. Thermodynamic results showed that the thickness of the cloud and precipitation intensity and positive relationship is nonlinear. That the amount and intensity of precipitation than the thickness of the cloud, other factors are involved. The results of thermodynamic parameters showed that the convective rise in spring and autumn with warm and cold fronts are causing heavy rainfall in the region.

The aim of this research is consideration the how distribution of stations and their services and determination of proper site for building the new stations with regard to city need. In this research that done with descriptive – analytical method, the needs information are collected in the way of census of Population and Housing results in 1390, and comprehensive and detailed plans of Piranshahr city and also the magazines and books with regard to subject and for analysis of data is used by software such as AUTO CAD, ARC GIS, , Expert Choice, Super Decisions, and with used by the models of network analysis such as ANP, AHP, TOPSIS model, are offered six stations for areas that were out of the radius of action in the fire station. Electronics City will be affected on various land use via electronic shopping, electronic services, electronic communications, e-learning, e-banking, teleporting and electronic entertainment. Tabriz has not been exempting from this category. In this research, by using descriptive - analytic method and AHP model, first the effect of electronics city on each of urban land uses in the areas of Tabriz has evaluated and the significance of each factor is determined. Then, according to this matter that Electronics City in all land uses led to reduce area and only need to increase the space in residential users, the process of research has follow din two scenarios. In the first scenario, it has assumed that all require to land use in the area; it must be protected in their regions area and in the second scenario, providing additional needs to residential users that arising from electronic city has considered outside the city limits. Finally, in each of the regions, priority allocation of conservation areas to different land use has analyzed. The results indicate that the main priorities of allocating space in ten regions of Tabriz, is related to land sports, culture and green space. According to land use development, there is no ability to provide the demands of citizens based on real spaces and need to use of electronic city services and virtual supply is necessary.

Considering high construction and population density, unstable structures, narrow streets, and high rate of inclusion in cities, it is necessary to plan and carry out researches to minimize vulnerabilities caused by natural events. To accomplish this, one of the important efforts can be identifying effective factors in reducing vulnerabilities of cities against earthquake. Recognizing and investigating the vulnerability of urban areas, particularly within the context of the old fabrics and informal settlements, is of great importance. By specifying vulnerable areas against earthquakes, with an awareness of the damage they may suffer, cities can be planned and designed in a way that the least damage during an earthquake is received. In this paper, by picking several indicators such as land use, street width, number of floors, rate of inclusion, population density, fabric segmentation, occupied space, floor-area ratio of buildings, built quality, structure type, building age, access to open spaces and distance to the main seismic belt and by employing the MIHWP model along with the capabilities of the Arc GIS software and by multiplying and overlaying the data layers of indexed indicators, the seismic vulnerability of the region 10 of Tabriz has been represented. The results conclude that the buildings with low width streets, high number of floors and high value of enclosure, less lot areas, high occupied space and building and population density, low built quality, unstable structures, old buildings, more distance to open space and proximity to major seismic belts, have been rated as high vulnerable areas. Within the region, moving from the North West to the center and North East, vulnerability considerably increases

The rapid urban growth of recent decades in Iran has resulted in extensive changes in urban fringe land-use patterns.It has also had considerable environmental and socio-economic impacts on these areas.Assessing changes of the past land-use patterns and simulation of their future changes are of vital importance inpolicy making and planning processes. Combination of geographic information system (GIS) and remote sensing (RS) may producea suitable tool for gathering and analyzingdata regarding land use changes. This articleuses the CA-Markov model to assess and simulate changes in land use patterns in Miandoab city.In the first stage, by using the multi-temporal satellite imagery for the years 1984, 1997 and 2010, the urban and urban fringe cover/land-use maps was created and changes was evaluated. Results indicate thatin the period of 27 years, urban and urban fringe land area increased to 1013 hectares and farm land-use area decreased to 1114 hectares. Then, by using Markov model, matrix of transition area of land-uses for the period of 1984-2010was calculated. In the next stage, the suitability maps of land-uses by using of mulicriteria evaluation methods were created. Finally, for forecasting the future changes of land-uses until the 2025 year, we used the CA-Markov model. Simulation results, indicatethat thedecline trend in farm lands and the trend increase in urban lands will continue. Therefore, if the current trend of changes continues without a sustainable development policy, it will have to a serious downfall in environmental and socio– economic conditions.

Rapid, irregular and unbalanced growth of the world population during past years, particularly in developing countries, have been caused many problems in the areas of environmental, economic, social and cultural for urban planners. These situations request new methods and tools to model and predict urban future changes. Due to simple and dynamic structure and utilizing spatial characteristics, Cellular Automation (CA) model widely uses in spatial-temporal modeling problems such as urban extension. This paper develops a Fuzzy-CA method to model urban extension. In conventional CA method, state and position of pixels and transition rules are defined certainly. The definitive expression of components of the complex processes needs a large amount of data. However in most cases accurate data are not available. As a result, integration of CA method and fuzzy theory would be useful to model urban extension. In this paper a Fuzzy-CA method is developed and tested in Shiraz city between the years 2004 to 2009. The results of the proposed method show 80% accuracy in comparison to real data have been captured from satellite images. However, an accuracy of 75% has been reported for this case study with utilizing conventional cellular automation.

City councils always played a major role in improve the quality of citizen life. This study which evaluated the performance of Sardasht city Council has been done with descriptive-analytical and according to survey and library data. Proven method assumptions in this study citing on data from the questionnaires have been analyzed. Statistical population includes two groups. First was in urban experts and second was the citizen of the Sardasht city. For determining the sample size for the group of residents Cochran's formula was used. Which sample size was 384 that was completed by random and stratified distributed. But for sample of experts we used snowball method which the number of experts samples in this study reached 15 cases. KS test was used in analyzing the data in order to determine the normal distribution of scores and use one-sample T-test and Binominal test to evaluate the performance of the city Council Sardasht and Also Mann–Whitney U test and independent T to compare the views of citizens group and experts group. The results of this study indicated that economic performance of the city council of Sardasht was not good. Of course the social function was better than economic performance and is investigated beyond acceptable medium. However, the best performing of city council of Sardasht is cultural performance that this value is 3/89.

Despite the tremendous developments in transportation and traffic systems, walking is still considered to be the main and the most common and important pattern of movement among communities; as far as concerned, nowadays many different patterns and models like Traffic Isolation, pedestrian movement and downtown enclosed shopping center, pedestrian-oriented streets, pedestrian shopping center, shopping streets, Woonref, Pedestrian malls and traffic architectural, traffic slowing policies, green pedestrian and flyovers have been presented for its development. Since Scientific and practical explanation of models and pattern also their advantages and disadvantages can contribute to the urban pedestrian expansion; this article is an attempt to study the pedestrian network development patterns and feasibility of their expansion in the central district of Tabriz city. This review becomes even more important because besides the allocation of the central district of Tabriz to a considerable population and placement of important spaces like Bazaar and historical building like “the Alishah” citadel, “The Blue Mosque”, “The Mashrute house”, “Jame mosque” and residential complexes, it faces adverse environmental pollutants, car accidents and traffic jams. This part of the city could be considered as the heart of the city in every social, economic, cultural and skeletal aspect. In terms of climate, Tabriz city is categorized in Cold Mediterranean group with very cold winters and hot summers. Absolute maximum and minimum temperatures in the coldest month of year are 15 and -19 degrees Celsius. This research has a descriptive- analytic framework. The theoretical part, includes the documents and authoritative resources in addition to some scientific reports. Given the fact that this research is studying the old part of the city of Tabriz, by the means of criteria fulfillment, every patterns and models were examined. Sample of the study is consisted of 20 urban and traffic experts. In this study after presenting enough explanation of the survey’s purpose and determining how a weak pedestrian pattern is scored 1 and a strong one is labeled 4, questionnaires have been hand out and later collected then descriptive analysis was performed at the end. Moreover, user’s direct interacts and photography are other means of conducting this research. It is to be considered that among all the pedestrian movement patterns; streets with pedestrian priority, pedestrian-oriented streets, traffic slowing policies and the expansion of pedestrians itself have shown the most compatibility to the mentioned context. Therefore it is recommended to use the Pedestrian-oriented street design principles in the urban planning on the scale of city’s centrals. Which will result in the possibility of development of historical spaces, Revitalization of destructed spaces, Improvements in the environmental quality of urban spaces and finally a healthier city.

Meanwhile the issue of quality in special residential areas such as deteriorated textures, due to the their large population and building density and their lack of organic relation with urban structure, has more importance and complicacy in comparison with other residential areas. Accordingly, trying to understand the concept of the quality of environment, indicators and affecting criteria on the amount of quality of these textures are identified. Indicators used in this research by looking at the subjective quality of the urban environment are the product of individual perception and satisfaction of citizens from their environment life. The study area is located in Abkouh in the Mashhad Metropolis region 1 Having the fact, this research is practical and its methodology is based on descriptive and analytical research method. For the measurement of the amount of environmental quality indicators of satisfaction, T test, to determine the significant relationship between individual variables and environmental quality indicators-Chi-square test and to determine the intensity and direction of the correlation between them Kendall Tau and Kramer test were used in the SPSS software. The results of research show that the rate of satisfaction of environmental quality indicators in the study area is on the lower level. Housing as a heterogeneous product, lasting, immovable and assigning is the main part of family budget. In other words, the housing as one of the main goods not only contains use value in its nature but also is considered as an investment in which selection of the price has main role. Therefore this article attempts to explore the affecting variables on housing prices in the Sahand new town. The research method is correlation test and the use of hedonic function. The results showed that the factors like lot size and building area, number of floors and the number of apartment in per floor among the physical and spatial factors’ distance to nearby park and green space, distance to nearby shopping center have the highest effect on housing price. The correlation analyses used were Spearman and Kendal methods. These analyses only used for spatial factors. Results showed that there was straight correlation between the price and nearby mosques, which means the price arises when it is far away from the mosque.
