چکیده

تدوین الگوی تحقق‌پذیری طرح‌های راهبردی ایران (مورد مطالعه: شهر شهرکرد)

چکیده:

پژوهش حاضر بر اساس هدف کاربردی – توسعه‌ای و روش انجام آن توصیفی - تحلیلی است و در زمره تحقیقات کیفی قرار دارد. ایده تدوین الگوی تحقق‌پذیری طرح‌های راهبردی ایران بر اساس تعیین میزان موفقیت تحقق‌پذیری برنامه‌ریزی راهبردی در بررسی نظام ارزیابی، معیارها و دستیابی به اهداف از پیش تعیین شده، مورد توجه است. از این رو هدف این پژوهش تدوین معیارها و شاخص‌های تحقق‌پذیری(با توجه به نظریه داده‌بنیاد) به صورت پایلوت روی شهر شهرکرد می‌باشد، بدین صورت که این الگو اگر بخواهد در شهرکرد ارائه شود، باید چه مشخصه‌هایی داشته باشد. در این قسمت با بهره‌گیری از روش نظریه زمینه‌ای نظام‌مند، گردآوری داده‌های متنی، مصاحبه‌ای از افراد مطلع در دو حوزه پژوهشی و اجرایی و تحلیل داده‌ها، طیف گسترده‌ای از عوامل مؤثر در بکارگیری و تحقق این رویکرد در قالب 22 مقوله اصلی و 129 مقوله فرعی و روابط میان آنها شناسایی شده است.

دستاورد این پژوهش شناسایی شاخص‌های توسعه جهت تحقق‌پذیری طرح‌های شهری و همچنین سنجش، رتبه‌بندی، تحلیل و ارزیابی و ارائه الگویی مطلوب به طور خاص می‌باشد. با عنایت به یافته‌های بدست آمده در خصوص پیامدهای تحقق‌پذیری طرح الگوی بهینه (شهر شهرکرد) مشخص گردید که توسعه مشارکت، بهبود عملکرد شهرداری و توسعه پایدار شهری از جمله مؤلفه‌های تحقق‌پذیری طرح‌های توسعه شهری می‌باشند.

Compilation of the feasibility model of Iran's strategic plans )studied in the city of Shahrekord)

Abstract:

The current research is based on the practical goal of development and the method of its implementation is descriptive and analytical, and it is in the category of qualitative research, the idea of developing a model of the realization of Iran's strategic plans is based on determining the success rate of the realization of the following program in the review of the evaluation system of criteria and achieving goals in advance is determined to be of interest. Therefore, the aim of this research is to compile criteria and indicators of realizability. According to the data theory, the foundation is in the form of a pilot in the city of Shahrekord. In this way, if this model is to be presented in the city of Shahrekord, what characteristics should it have? In this part, by using the method of systematic grounded theory, collecting textual data, interviewing knowledgeable people in both research and executive fields, and analyzing the data, a wide range of effective factors in Application and implementation of this approach in the form of 22 main categories. And 129 subcategories and relationships between them have been identified. The achievement of this research is the identification of development indicators for the realization of urban plans, as well as the evaluation, ranking, analysis and evaluation and providing a particularly desirable model. With regard to the findings regarding the feasibility of the optimal model plan of Shahrekord city, it was determined that the development of participation, improvement of municipal performance and sustainable urban development are among the components of the feasibility of urban development plans.
