Achieving housing,especiallyin themetropolises ofdeveloping countries thathave deep problemsof rapid urbanization,poverty urbanization,andirrational inflationary economies,is notpossible all atonce,but requires yearsof continuousand flexible policymaking that isgradually advancedby themain factors.Themain goal ofhousing policies isto address thechallenges ofurban housing policy forthe target group,which isthe main focus ofthe research.The mechanismof entering thecurrent housing market conditions,whether inthe governmental ormarket dimension,isnot possible despite theexisting structures andeconomic,social,environmental-physicaland management challenges;while themain goal ofpolicies isto provide housing for"all"especially low-income groups,in terms ofownershipor rental andaffordability.This researchis basedon thepurpose,fundamental andcomposite innature,and byadopting theexplanatory approachand content analysis,it reviewsand systematically analyzes thesources andtexts in thefield ofthe subject.The research method used to achieve theintended goal issummative content analysis;So that byassuming certain definitions,thetexts were studied.These concepts andoperational definitions were extracted basedon theoretical discussions.In thesecond step,resource retrieval was carriedout based on keywords, titlesand abstracts,and in thethird step,withthe help ofexpert questionnaires,a conceptual framework was developed withconfirmatory factor analysis inSmart PLS softwareto selectthe main identifiers.This article has addressed thechallenges ofIran's urban housing policy as asocial need;Because theyare facing various social,structural institutional,economic,environmental-physical andmanagement problems.On theother hand,many households aredissatisfied withthe existing housing conditions,because thesocial factor has been neglected inpolicymaking;therefore, theexisting challenges mustbe resolved ina synergistic andgradual manner.By selecting themain indicators related tothe5main structures and the45-question design,20questions andmain identifiers were finally identified.In thestructural-institutional factor,3indicators,radical thinking andcomplete concentration in thehousing sector,government enterprise andnon-dependence on thepath of policies as indicators;in the economic factor,3 indicators wereidentified,oil prices,economic sanctions,and exchange rate developments,and lackof transparency andstability inparallel land andhousing markets;in thesocial factor,5 indicators were identified,the absence ofmixed communities,lack ofparticipation,lack ofattention tothe community,andultimately thedifference in thebeliefs of experts andthe poor in theeffectiveness ofpolicies;in the environmental-physical factor,4indicators were identified, problems with thedesign andengineering ofexisting housing,lack ofattention toclimatic conditions,lackof attention toneighborhood relations,and inappropriate building density;and finally,in the managerial factor,5indicators were identified,housing indicators,lack of flexibility ofcomprehensive plans inpaying attention tohousing,lack ofa rental system,lack ofintegration ofhousing policieswith other policies,and finally,lack ofattention toland policy.
