چکیده

چکیده:

سکونتگاه‌های غیررسمی به‌عنوان یکی از چالش‌های بنیادین نظام برنامه‌ریزی شهری در کشورهای در حال توسعه، نیازمند سیاست‌های مداخله‌ای کارآمدی همچون «رسمیت‌بخشی» هستند. بااین‌وجود، تقلیل این سیاست به اقدامات کالبدی و فرایندهای اداری صدور سند، در بسیاری از موارد مانع تحقق توسعه پایدار شهری شده است. پژوهش حاضر با هدف واکاوی چالش‌ها و فرصت‌های فرایند رسمیت‌بخشی و شناسایی ابعاد آشکار و پنهان مؤثر بر ساماندهی سکونتگاه‌های غیررسمی انجام شده است. این پژوهش با رویکرد کیفی و بهره‌گیری از روش تحلیل مضمون انجام پذیرفت. به‌منظور گردآوری داده‌ها، مقالات و مطالعات مرتبط از پایگاه‌های Scopus، Web of Science، ScienceDirect، Google Scholar و SID شناسایی و پس از ارزیابی محتوایی، منابع مرتبط انتخاب شدند. سپس، متون منتخب با استفاده از نرم‌افزار MAXQDA 2020 سازمان‌دهی و طی فرایند کدگذاری و تحلیل مضمون بررسی شدند. در این فرایند، ۱۱۵ کد باز استخراج شد که در قالب ۱۴ مضمون سازمان‌دهنده شامل ۷ مضمون چالشی و ۷ مضمون فرصت‌محور طبقه‌بندی شدند. یافته‌ها نشان داد در قطب موانع بازدارنده، مضامینی همچون «شکاف‌های ساختاری و نهادی»، «موانع اقتصادی»، «عدم انطباق قوانین و ضوابط» و «ضعف مشارکت اجتماعی» برجسته‌اند. در مقابل، قطب پیشران‌های توسعه شامل «توانمندسازی ساکنان»، «تقویت سرمایه اجتماعی»، «تاب‌آوری اقتصادی» و «تحقق عدالت فضایی» است. نتایج حاکی از آن است که موفقیت رسمیت‌بخشی مستلزم گذار از رویکردهای حذفی و پروژه‌محور به رویکردی جامع‌نگر، فرایندمحور و اجتماع‌مبناست. ایجاد پنجره واحد مدیریت شهری، تأمین مالی خرد، تقویت نهادهای محلی و مدنی و اتخاذ راهبرد ارتقای تدریجی، زمینه فعال‌سازی ظرفیت‌های محلی، ارتقای کیفیت زندگی و پایدارسازی رسمیت‌بخشی را فراهم می‌کند

Abstract

Informal settlements are one of the fundamental challenges facing urban planning systems in developing countries and require effective intervention policies such as “formalization.” However, reducing this policy to physical measures and administrative procedures for issuing property documents has, in many cases, hindered the achievement of sustainable urban development. This study aims to deeply investigate the challenges and opportunities of the formalization process and identify the explicit and implicit dimensions affecting the organization of informal settlements. The study adopted a qualitative approach using thematic analysis. To collect data, relevant articles and studies were identified through Scopus, Web of Science, ScienceDirect, Google Scholar, and SID and selected after content evaluation. The selected texts were then organized, coded, and analyzed thematically using MAXQDA 2020. In this process, 115 initial codes were extracted and classified into 14 organizing themes, comprising seven challenging and seven opportunity-oriented themes. The findings indicated that, among the major barriers, themes such as “structural and institutional gaps,” “economic barriers,” “incompatibility of laws and regulations,” and “weak social participation” were prominent. In contrast, the development drivers included “resident empowerment,” “strengthening social capital,” “economic resilience,” and “spatial justice.” The results indicate that the success of formalization requires a shift from exclusionary and project-oriented approaches toward a comprehensive, process-oriented, and community-based approach. Establishing a one-stop urban management system, employing microfinance models, strengthening local and civil institutions, and adopting a gradual upgrading strategy can facilitate the activation of local capacities, improvement of quality of life, and sustainability of the formalization process.
